Completed plans call for site work for a water / sewer project; road / highway; for the renovation of a water / sewer project; for paving for a road / highway; and for the construction of a water / sewer project.

In general, the project involves the installation of a new Submerged Attached Growth Reactor (R) (SAGR (R)) (FEQ), a new UV Disinfection System, new aeration diffusers (OPTAER (R) system), new blower building with new blowers and other ancillary civil and process works (flow metering, manholes, access roads, grading, seeding, etc.) at the Dysart Wastewater Treatment Plant. Bid proposals will be acted upon at the regularly scheduled Council meeting in the Council Chambers, City Hall, at 7:00 p.m. on January 12, 2022. At the same time and place, a hearing will be held on the Drawings and Specifications, proposed Form of Contract, and Estimate for the Project. The Work under the proposed Contractshall commence within not later than 10 days after the date setforth in the Notice to Proceed, with the UV Disinfection system being substantially completed by March 15, 2023, and finally completed by May 1, 2023. CONTRACTORS shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and State of Iowa. Copies of these wage rates are on file in the office of the City Clerk and incorporated in the Contract Documents. Contractor shall follow all provisions of "SRF Required Front-End Specifications," contained in these specifications The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: OWNER reserves the right to reject any and all Bids, waive informalities in bidding or to accept the Bid or Bids, which best serve the interests of OWNER. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 35 days after the opening of the Bids without the consent of OWNER. Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
