Renovation of a military facility in Hopkins, South Carolina. Completed plans call for the renovation of a military facility.
The 169th Fighter Wing requires replacement of the one (1) Oil Water Systems (OWS) we have installed on base. Contractor will furnish all necessary equipment, labor, MSDS's, materials, tools, and transportation needed to accomplish installation of new OWS. Work will be accomplished at McEntire Joint National Guard Base, Eastover, South Carolina. All information and quantities need to be verified by the contractor and in accordance with attached statement of work. Please draw your attention to Provision 52.236-27 Site Visit, to see details about upcomint site visit. Remove and install new 2000 gallon Oil Water Separator at BLDG 545 Project NAICS: 236220 w ith a corresponding size standard of $39.5M PSTE 2122017 Provide all materials and labor required to Replace Oil Water Separator at BLDG 545 Disclosure of Magitude: IAW FAR 36.204(b) Betw een $25K and $100K Davis Bacon Wage Rates are applicale to this project. Prevailing Wage Determination w ill be included at time of aw ard. ORDER OF PRECEDENCE Any inconsistency in this solicitation or contract will be resolved by giving precedence in the following order: Statement of Work 3. SCHEDULING 3.1. Normal base work hours for the Contractor will be between the hours of 7:00 AM through 4:30 PM, excluding Saturdays, Sundays, and Federal Holidays. If the Contractor desires to work during periods other than above, he must notify the Contracting Officer's Representative (COR) five (5) working days in advance of his intention to work during other periods to allow assignment of additional inspection forces. When the COR determines that they are reasonably available, he may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty W50S9522R0003 Page 6 of 45 hours/days solely for the benefit of the Contractor, the actual cost of the inspection, at overtime rates, will be charged to the Contractor and will be deducted from the final payment of the Contract amount. See specifications and plans for additional information. This will be completed to standards in accordance with AF guidance while rectifying existing associated issues. All design shall be in accordance with applicable Unified Facility Criteria, ANG and Air Force Engineering Technical Letters, and all other regulator and code requirements. General: Current OWS at Bldg. 545 was installed in 1997 and is a General Industries 2000 gallon, double walled steel tank. It has electronic leak detection that needs to be fixed. The tank has failed the cathodic protection inspection and needs preventative maintenance (PM). Previous sacrificial anode cathodic test forms from past inspections are available and will be provided. With the installation of a Highland High Guard OWS underground storage tank, cathodic protection and corrosion monitoring is not required. Scope: A -. Locate exact utilities and water line that feeds OWS. Excavate as required for the removal of the OWS at Bldg. 545. Remove / replacement OWS. Plumb existing piping into the inline before the OWS for PM. Water will flow from the floor drain to the OWS then to the sanitary sewer as designed in the as-built. Install electronic leak detection and test to ensure system test good prior to site closure if required. Backfill with clean sand and replace surface area as required to meet preconstruction condition. Suggest using Highland Tank manufacture as stated above. B - Contractor will provide and install new electrical circuits as needed for each OWS. Perform operations test for proper operation and fill out a startup form for local records for OWS tank. C- The contractor shall submit all materials and articles requiring approval, as required by the Material and Workmanship Clause, FAR 52.236-5. Submittals shall be made using AF Form 3000, or approved equal. A submittal package for the replacement oil water separator system shall be provided and approved prior to scheduling a post award/pre- Page 2 of 14 construction conference. The contractor is reminded that an individual within the company who has authority to make the certification must sign the certification on the AF Form 3000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
