Site work, paving and renovation of a mixed-use development in Emlenton, Pennsylvania. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

As of January 4, 2022, the project has not yet been awarded. A timeline for award not yet been established. The Project consists of interior renovation to the existing restroom building including new toilet stall partitions, new ADA toilet, urinal, and sink, replacement of existing toilet, miscellaneous fixtures and accessories, interior and exterior building paint, interior concrete floor resurfacing, conversion of bathhouse administration area to a picnic shelter. In addition to the interior renovation, the project also consists of new asphalt parking lot including drainage and ADA compliant parking; concrete sidewalks to access the restroom facility; ADA crushed stone walking trail; utility extensions and aquatic play equipment; electrical improvements and renovations; and site furnishings including picnic tables and trash receptacles. The proposed splash pad will be purchased and installed via a Costar vendor and is not part of this bid or these contacts. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. Emlenton Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of Emlenton Borough, and to reject any or all proposals. Additionally, thirty percent (30%) of the aggregate new hires in a fiscal year shall be Section 3 residents.
