Agresta Construction Co. for $1,187,894.40.** Sealed Proposals will be received for furnishing all labor, materials, and equipment necessary for the following project: Project Name: CUY-GREEN ROAD (CR-14) RESURFACING EXISTING ROADWAY FROM MILES ROAD TO EMERY ROAD IN THE CITY OF WARRENSVILLE HEIGHTS, OHIO, PID NO. 112465, FAN E200(644) Bid Due Date: 01/10/2022 Requisition No. 8257 Proposals must be in accordance with the plans and specifications prepared by the Cuyahoga County Department of Public Works and on file at the Department of Purchasing, 2079 East 9th Street, 2nd Floor, Cleveland, Ohio 44115. The official closing time shall be determined by the wall clock located in the Cuyahoga County Department of Purchasing (same address). Late bids will be returned unopened. OR In the Cuyahoga County Supplier Portal System, no later than 2:00 PM (Local Time) on the bid due date, given above (Bid Due Date). The official closing time shall be determined by the Supplier Portal clock. Late bids will not be opened. Immediately following 2:00 PM, the Proposals received will be publicly opened and read aloud at the Department of Purchasing. Per ODOTs LPA Template Required Contract Provisions (see Section 200: Special Provisions), only ODOT pre-qualified contractors are eligible to submit bids for this project. The purpose of this meeting is to provide prospective bidders, prime contractors and subcontractors open opportunity to interact and ask questions regarding the bidding procedure and contract documents for this project. Attendance at the pre-bid meeting is strongly recommended. Payment shall be made by a certified check or money order drawn on some solvent account, payable to the Treasurer of Cuyahoga County, Ohio. Personal checks or cash will not be accepted. In the event of a re-bid, the fee will be waived for all vendors on the original plan holders list, provided that the Proposal Package, the Cuyahoga County Engineer Specification Booklet, the Plans and the Standard Construction Drawings are not revised by the County. Bidders are also encouraged to register in the Infor Supplier Portal, the County's Electronic Bid Submissions program and to receive notices of future bid opportunities [Phone: (216) 443-7200]. Go to https://opd.cuyahogacounty.us/ and click on the link for INFOR Supplier Portal Registration. Prior to signing a contract with the County, contractors must be registered with the Cuyahoga County Inspector General. Registration information can be accessed on the Internet at www.inspectorgeneral.cuyahogacounty.us. Each Bidder shall include a bid guaranty with every Proposal, per Ohio Revised Code (ORC) Section 153.54. If a certified check, cashier's check, or irrevocable letter of credit is submitted as the bid guaranty, it must be drawn on a solvent bank and made payable without condition to the Treasurer of Cuyahoga County. The County shall hold the bid bond or certified check, cashiers check, or irrevocable letter of credit as a guaranty that if the Proposal is accepted, the Bidder will enter into a Contract for same. In addition to the County, the Ohio Department of Transportation (ODOT) shall be named as an obligee in the Bidder's Performance and Payment Bond per ODOTs LPA Template Required Contract Provisions. Bidders shall comply with wage rates determined by the Secretary of Labor in accordance with Federal-Aid requirements per ODOT's LPA Template Required Contract Provisions. By submitting a Proposal in the manner specified in Sections 2.11(b) and (c), the Contractor agrees on behalf of the submitting business entity, its officers, employees, Subcontractors, subgrantees, agents or assigns, that all contract documents requiring County signatures may be executed by electronic means, and that the electronic signatures affixed by the County to said documents shall have the same legal effect as if that signature was manually affixed to a paper version of the document. The Contractor also agrees on behalf of the aforementioned entity and persons, to be bound by the provisions of Chapters 304 and 1306 of the Ohio Revised Code as they pertain to electronic transactions, and to comply with the electronic signature policy of Cuyahoga County. Cuyahoga County reserves the right and discretion to reject any bid or proposal for any reason, or all bids or proposals for no reason at all, without incurring any liability.
