Renovation of a municipal facility in Haddonfield, New Jersey. Completed plans call for the renovation of a municipal facility.
Notice is hereby given that In general, the work on this project consists of complete removal and replacement of the roofing systems of the various buildings listed, owned by the Borough of Haddonfield as detailed in these specifications. The Base Bid work on this project consists of the following: Part A -Public Works Main & Pump Station Flat Roofs 1. Remove and properly dispose of the existing roofing system complete down to the existing wood or concrete roof deck. This includes complete removal of all roofing membranes, underlayment, insulation, and all flashing materials. 2. Inspect the condition of the existing roof deck in coordination with the engineer. Remove and replace in kind all deteriorated areas identified by the engineer prior to installation of the new roofing system if and where directed. 3. Remove and properly dispose of the formed metal cornice at face of the building. 4. Furnish and install a new EPDM membrane roofing system complete with fully adhered rigid tapered insulation and proper sloping of the roof as detailed in these specifications. Contractor to provide proper location and size of roof crickets to allow proper drainage as indicated in these specifications and on the plans. Contractor is advised that should perimeter wood blocking need to be raised in order to accommodate height of tapered insulation, crickets, or modification to provide roof slope, this shall not be provided separate payment and shall be incorporated into the unit price of various items in the bid proposal. Provide all new flashing materials in accordance with manufacturer requirements for the designed roofing system. This includes all roof penetrations, edges, curbs, vent pipes, smoke vents, exhaust fans, roof drains, walls, etc. Furnish and install mechanical terminations in accordance with manufacturer requirements for the designed roofing system. 5. Remove & replace metal parapet coping at flat roof areas as indicated. Furnish and install wood blocking as required for removal of the cast stone parapet and replacement with metal parapet coping at the Pump Station roof. Contractor is advised that other existing cast stone coping will be removed and reset for roofing membrane installation, including caulking as indicated in the Contract Documents. 6. Remove and replace metal drip edge and fascia around the roof perimeter. Furnish and install metal drip edge and gutter, including downspouts as indicated on the project plans and specifications. 7. Remove & replace scuppers and downspouts as indicated in the Contract Documents, including downspout connections to the existing on site drainage piping for downspouts at the west face of the public works building. 8. Remove and replace all roof drains as indicated on the Contract Documents. The Contractor shall install a 4'x4' pre-formed sump area around all roof drains and provide new flashing. 9. Furnish and install wall terminations at the edge of EPDM roofing membrane as indicated in the project documents, including removal and replacement of existing through-wall flashing. 10. Repair and repoint the brick wall face where indicated on the Plans. Coordinate location of the repairs with the Engineer. 11. The Contractor is advised that Asbestos Containing Materials are present within the flat roof areas at the Public Works site. Proper removal and disposal of the asbestos containing materials shall be included in the project scope including the following: a. The proper removal & disposal of approximately 250 square feet of non-friable asbestos containing black tar roof flashing over the Locker Room/Break Room Areas, Haddonfield DPW in accordance with the Bid Specifications and local, State, Federal regulations including applicable USEPA AHERA, OSHA and NESHAP regulations, including the proper cleaning of the work areas, and proper disposal of all asbestos contaminated wastes, Complete. b. The proper removal & disposal of approximately 450 square feet of non-friable asbestos containing black tar roof flashing over the Former Treatment Area, Haddonfield DPW in accordance with the Bid Specifications and local, State, Federal regulations including applicable USEPA AHERA, OSHA and NESHAP regulations, including the proper cleaning of the work areas, and proper disposal of all asbestos contaminated wastes, Complete. c. The proper removal & disposal of approximately 200 square feet of non-friable asbestos containing roof caulk/tar on metal flashing over the Former Treatment Area, Haddonfield DPW in accordance with the Bid Specifications and local, State, Federal regulations including applicable USEPA AHERA, OSHA and NESHAP regulations, including the proper cleaning of the work areas, and proper disposal of all asbestos contaminated wastes, Complete. d. The proper removal & disposal of approximately 400 square feet of non-friable asbestos containing black tar roof flashing over the Maintenance Garage Area, Haddonfield DPW in accordance with the Bid Specifications and local, State, Federal regulations including applicable USEPA AHERA, OSHA and NESHAP regulations, including the proper cleaning of the work areas, and proper disposal of all asbestos contaminated wastes, Complete. e. Mobilization/Demobilization of Contractor's Crew and Equipment Costs for all work related to proper removal and disposal of Asbestos Containing Materials shall be included in the appropriate items on the Bid Form. 12. The contractor is responsible for cleaning and restoration of the site to the preconstruction conditions. Part B - Crows Woods Inclined Asphalt Shingle Roofing System 1. Remove and properly dispose of the existing asphaltic-shingle roofing system completely down to the existing plywood roof deck. This includes complete removal of all shingles, underlayment, flashing materials, and ice barrier. The contractor is responsible to verify all dimensions and quantities. 2. Inspect the condition of the existing plywood roof deck in coordination with the engineer. Remove and replace in kind all deteriorated areas identified by the engineer prior to installation of the new roofing system if and where directed. 3. Inspect the condition of existing wood roof fascia in coordination with the engineer. Remove and replaced damaged sections of fascia in kind, including removal and replacement of aluminum fascia cap, fasteners, and all other work necessary to restore roof fascia. 4. Provide and install a waterproof underlayment (ice shield) for a 3 feet minimum width along all roof edges for the entire roofing area. The waterproof underlayment shall be a self-adhering, polymer-modified, bituminous sheet membrane, as indicated in these specifications. 5. Provide and install new asphalt shingles as detailed in these specifications. The contractor is responsible to verify all dimensions and quantities. 6. Provide and install a ridge vent at the peak of the sloped roofing systems. 7. Provide all new flashing materials in accordance with manufacturer requirements for the designed roofing systems. This includes all flashing around roof penetrations, edges, curbs, vent pipes, smoke vents, exhaust fans, roof drains, walls, electrical feeds, etc. 8. Remove and replace existing gutters and downspouts as indicated in the contract documents. 9. The contractor is responsible for cleaning and restoration of the site to the preconstruction conditions. Bids must be submitted on standard form, which are available with the specifications. Bids must be enclosed in sealed envelopes bearing the name and address of the bidder and shall be marked on the outside for ROOF REPAIRS FOR VARIOUS BUILDINGS. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq. By order of the Board of Commissioners of the Borough of Haddonfield.
