Site work and renovation of a water / sewer project in San Antonio, Texas. Working plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

As per the Owner all sealed proposals were rejected and no award was made. Sealed proposals are requested by the San Antonio Water System for the construction of pump mixing systems for Digester Nos. 5, 6, 7 and 8, the cleaning of Digester Nos. 1 through 8 and 10, dome liner, crack and floor repairs for Digester Nos. 5, 7 and 8, the removal and replacement of gas system and dome appurtenances, the removal and replacement of sludge valves and heat exchangers associated with Digester Nos. 5, 6, 7 and 8, the installation of digester hot water distribution upgrades for Digester Nos. 1 through 8 and 10, the removal and replacement of Boiler No. 1, the removal and replacement Boiler Area LP gas piping, valves, canopy roof, and sump pumps, the removal and replacement of the hot water recirculation pumps, the demolition of the Iron Sponges and Digester Building, in addition to structural, site grading, yard piping, digester gas piping, painting and coatings, and electrical, instrumentation and controls improvements as shown in the Contract Documents for the Steven M. Clouse WRC Digester Mixing and System Enhancements Phase 3 Project, SAWS Job No. 20-6501. Estimated Cost: $24,573,000.00 The Work is located at the Steven M. Clouse Water Recycling Center (SMCWRC) at 3495 Valley Rd, San Antonio, TX 78221. Work under this Contract includes, but is not limited to, constructing the Work described below and all related appurtenances. The Work shall be as follows: 1. Empty and clean Digester Nos. 1 - 8 and 10 2. Repair liner, digester precast tank and cover, and cast in place floor/foundation, as identified during construction, Digester Nos. 5, 7, and 8 3. Demolish draft tube mixing systems, and install nozzle mixing systems, on Digesters Nos. 5 - 8. 4. Replace on Digester Nos. 5 - 8 the following: a. Dome three-way valve and vacuum/pressure relief b. 6-foot by 6-foot dome hatch c. 30-inch dome manways with pressure relief hatches d. Sludge recirculation and transfer piping plug valves 5. Install secondary overflow on Digester Nos. 1-5, 7 and 8 6. Relocate Digester Gas piping at Digester No. 5. 7. On Digester Nos. 1-8 and 10: a. Remove, clean and reinstall pressure relief hatches. b. Install new pressure relief hatches for digester that do not currently have them. 8. Remove temperature sensors from Digester Nos. 1-8 and 10 digester domes. Install on Digester Nos. 1-8 and 10 temperature sensors on the digester recirculation pump suction line, and on digester pump mixing suction line. 9. Install flow meter on the pump mixing discharge line on Digester Nos. 4 and 10. 10. Pump Station Nos. 1 and 2, and Digester No. 10. a. Relocate heat exchangers as indicated on the Contract Documents. b. Install three-way modulating control valve, flow meter, and in line hot water pump and associated piping and appurtenances at each heat exchanger. c. Install temperature sensors on hot water and sludge lines to and from the heat exchanger. 11. Replace six (6) heat exchangers in Pump Station Nos. 3 and 4. Owner may exercise their right to retain ownership of any of the existing heat exchangers. See Section 2050 - DEMOLITION, for preparing for the removal and storage of units identified by the Owner b. Install three-way modulating control valve and in line hot water pump and piping and appurtenances at each heat exchanger. c. Install temperature sensors on hot water and sludge lines to and from the heat exchanger. 12. Replace 500 hp Boiler No. 1. 13. Replace three (3) hot water recirculation pumps. Install hot water flow meter. 14. Provide eighteen (18) digester gas condensate removal automatic valves. 15. Replace the boiler area canopy metal roof. 16. Replace the boiler area two (2) sump pumps with submersible pumps, recoat the sump walls above the low water level, replace level switches, control panel and sump cover. 17. Replace existing manual drip traps with electrically actuated drip traps, and install new electrically actuated drip traps at locations indicated on the Contract Documents. 18. Upgrade electrical power distribution system including two (2) replacement MCCs, each in a new air conditioned building. 19. Replace the Emerson Ovation DCS control system for the Digester Facilities with a PLC based system. 20. Demolish the Digester Building and associated grinder pump station and valve pad, and provide 460V panel. 21. Demolish the digester gas iron sponges (intended for hydrogen sulfide removal), modify associated piping. Work consists of providing labor, materials, equipment, services and administration required in conjunction with or properly incidental to construction of the project. All work shall be performed in accordance with Federal, State and Local regulations and OSHA requirements. Consideration will not be given for misunderstanding the amount of work to be performed. Work includes all items and conditions specified, indicated in the Specifications or required by nature of the building or site. Any questions on the Scope of Work should be submitted to the Owner, in writing, for resolution. Contractor shall be cognizant of the safety precautions and requirements for working at an operating wastewater treatment facility. Contractor must comply with safety requirement for work in National Electrical Code (NEC) classified spaces. For work on the active digester gas system, the Contractor shall include required precautions in the Health and Safety Plan. The Contractor shall submit a health and safety plan outlining fall protection, confined space measures, precautions for work in National Electrical Code (NEC) classified spaces, precautions for work in the vicinity of the active digesters, digester gas, etc. to be taken at the site. See Section 01300 - Submittals for details. This is an existing operational facility, requiring close coordination with the wastewater treatment plant personnel to ensure the continuous operation of the facility.
