For Civil Engineering Design Services to prepare Plans, Specifications, and Estimates ("PS&E") for the following Capital Improvement Program ("CIP") projects: PJ 2526 Pavement Maintenance Zone 5J The CITY will competitively solicit proposals and award a contract to the CONSULTANT with the most demonstrated competence and professional experience. No proposal will be accepted from or contract awarded to any person, firm, or corporation that is in arrears; or is in default to the CITY upon any debt or contract; or that is a defaulter, as surety or otherwise, upon any obligation to the CITY; or has failed to faithfully perform any previous contract with the CITY. Pavement Maintenance Zone 5J Project (Project No. 2526) scope includes preparing bid documents (PS&E), as well as assistance with public outreach, and providing support during construction. Project No. 2526 will involve rehabilitation of pavement in a residential neighborhood in Pavement Maintenance Zone 5, Neighborhood J, which includes streets south of Hillcrest Community Park, and north of Solano Way. The streets in the project have a Pavement Condition Index (PCI) ranging from 50 to 60 with maintenance rehab identified as the appropriate treatment. Potential pavement treatments include: crack seal, slurry seal, cape seal, thin maintenance overlay (TMO), and base repairs. Other project related work includes installation/upgrades of curb ramps at intersections/crossings, minor concrete repairs to facilitate pavement rehabilitation, adjustment of utilities, installation of traffic striping, and pavement markings.
