Demolition, site work and new construction of a swimming pool in Washington, District of Columbia. Completed plans call for the demolition of a swimming pool; for the construction of a swimming pool; and for site work for a swimming pool.
*As of June 12, 2024, no D/B has been awarded yet. The scope of work for the Project aims to meet the following goals: A. Demolish the existing William H. Rumsey Aquatic Center building. B. Design & Construct a new aquatic center at Project location to meet the growing needs of the population. C. Provide enhancements to the existing exterior amenities at William H. Rumsey Aquatic Center. D. Enhance security around the William H. Rumsey Aquatic Center's property. Questions Due Date: April 23, 2024, at 02:00 P.M. Questions about this RFP shall be submitted to the portal The Project site consists of a one-story concrete, steel, and masonry recreation building. The building contains a full-size indoor swimming pool, children's wading pool, a community/multipurpose room, staff rooms, men's and women's bathrooms, locker rooms with showers, and spaces for storage, mechanical and electrical equipment. The site also has a large concrete plaza at the building entrance. The recreational building was constructed in or around 1970 and is of construction Type IIB. The building has an approximate floor area of 20,584 square feet on a site of about 1.17 acres. The site and recreation center are used throughout the year and accommodate all age groups. However, for this Project, the building, along with the entry plaza, exterior improvements and site work will be demolished and a new building, exterior improvements, and site work will be provided. The Department is allocating a budget of $ $23,600,000.00 for this Project ("Project Budget") for full services of design, construction, public art, Inspections, Furniture, Fixtures, and Equipment ("FF&E"), and six (6) months maintenance costs. Accordingly, Offerors are to base their Proposals on the approved budget. The Department requires that this Project will start upon the execution of Notice to Proceed ("NTP"), as issued by the Contracting Officer ("Contracting Officer" or "CO") and be ready for staff and DPR Program for Fiscal Year ("FY") 2026, further described in Section 1.6 of this RFP. However, the contract between the Department and the Design-Builder ("Agreement", "Contract" or "Design-Build Agreement") will require submission to and approval by the Council of the District of Columbia. As part of the Project Budget, Offerors shall include the following allowances: Permits Allowance ($) $750,000.00, Public Art Allowance ($250,000.00), and Utilities Allowance ($500,000.00). The Substantial Completion Date is July 1, 2027 ("Substantial Completion Date"). The Administrative Completion Date is February 2, 2028 ("Administrative Completion Date"). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Department reserves the right, in its sole discretion: a) To cancel this RFP, in whole or in part, at any time before the opening of Proposals and/or reject all Proposals. b) To reject Proposals that fail to prove the Offeror's responsibility. c) To reject Proposals that contain conditions and/or contingencies that in the Department's sole judgment, make the Proposal indefinite, incomplete, otherwise non-responsive, or otherwise unacceptable for award. d) To waive minor irregularities in any Proposal provided such waiver does not result in an unfair advantage to any Offeror. e) To take any other action within the applicable Procurement Regulations or law. f) To reject the Proposal of any Offeror that has submitted a false or misleading statement, affidavit or certification in connection with such Proposal or this RFP.
