Site work and renovation of a water / sewer project in Pickstown, South Dakota. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
THIS IS NOT A FORMAL SOLICITATION. This announcement constitutes a PRE-SOLICITATION notice in accordance with FAR Subpart 5.2. On or about 28 December 2021, the Government intends to issue a solicitation for B-Wall Pump Replacement at Fort Randall Project, Ft. Randall, South Dakota. The solicitation will close on or about 19 January 2022. The solicitation is restricted to Small Businesses. Site Visit : A Site Visit will be scheduled and additional information regarding the site visit will be provided in the solicitation via FAR Clause 52.236-27. The site visit is tentatively scheduled for 12 January 2022 at 10:00 a.m. Central Time. Project Description: Fort Randall Project requires a new pump assembly located on B-Wall. The contractor shall remove existing pump assembly and supply, and install a new pump, pipe, depth transmitter and motor for the b-wall ogee stilling basin. Contractor will be required to commence work upon receipt of contract award and complete the work 96 calendar days after receipt of Notice to Proceed, this is subject to change after solicitation issuance. Estimated Construction Costs: The estimated construction cost of this project is between $25,000 and $100,000. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 237110, Water and Sewer Line and Related Structures Construction, with a size standard for Small Business of $39.5M. Please be advised of on-line registration requirements in the System for Award Management (SAM) database http://www.sam.gov/ and directed solicitation provisions concerning electronic annual Representations and Certifications. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Fort Randall Project is replacing the B-Wall relief pump system. The motor, pipe, and pump all are in need of replacement. Contractor will be required remove the existing pump assembly and install the new pump, pipe, sensor, and motor. All fasteners, brackets, screw anchors, and miscellaneous hardware are to be hot dipped galvanized unless otherwise specified. This area is typically underwater, contractor will need a secondary utility pump to be placed at the bottom of the manhole to properly access and work on the pump assembly. Approximately 60 feet of hose will be needed for the secondary utility pump to reach the bottom. Since the contractor will be required to remove the existing pump system out of the manhole, USACE encourages the contractor to use a forklift with electric hoist system to raise the pump, pipe and motor out of the manhole. USACE will provide mobile crane and operator to assist lifting the forklift on and off the top of b-wall. All other lifts including but not limited to lowering and raising of existing and new components shall be by contractor. During the removal of the existing pump assembly and installation of the new pump, motor and pipe the contractor will need to perform a lock out tag out of the pump system. The contractor is required to bring their own keyed lock to lock onto the government provided box. The contractor will sign onto the clearance to begin the project and will sign off the clearance once the project is complete and is ready for testing. At this time the contractor will remove the lock off the government provided box so the pump assembly can be powered up.
