Renovation of a water / sewer project in Charlottesville, Virginia. Completed plans call for the renovation of a water / sewer project.

The Rivanna Water and Sewer Authority is seeking the services of a qualified firm to provide complete turn-key services to supply, install, operate, monitor, and maintain systems to control vapor phase hydrogen sulfide to specified limits within the Crozet Interceptor System. The successful firm will provide all components of the odor control system, installation of these components, on-going chemical supplies as required, as well as on-going operational monitoring, sampling, reporting and maintenance services to successfully control odors with the sewer system. The Crozet Interceptor System consists of four (4) pump stations, four (4) force mains, and gravity sewer. The most upstream location that requires treatment is Pump Station #4, also known as the Lickinghole Creek Pump Station. Wastewater is pumped from Pump Station #4 to Pump Station #3, which is the Mechums River Pump Station. From Pump Station #3, the wastewater is pumped to MH #61 and it flows via gravity into Pump Station #2, which is the West Leigh Ivy Pump Station. From here, wastewater is pumped to Pump Station #1, the Route 250 Pump Station. Pump Station #1 pumps to MH #31. The section of the interceptor to be addressed in this RFP is from Pump Station #4 to MH #31. From MH #31, wastewater continues to flow via gravity through the Crozet Interceptor downstream. Eventually the Crozet Interceptor connects with the Morey Creek Interceptor and then the Moores Creek Interceptor, which carries flow to the influent pump station to the Moores Creek Advanced Water Resource Recovery Facility (AWRRF), which is designed to treat a peak flow of 56 MGD. See Attachment A for a schematic and more information on the existing interceptor system. The wastewater is primarily domestic. The primary commercial/industrial contributor of influence is the Star Hill Brewery, which discharges brewery waste into the collection system that drains into Pump Station #4. Wastewater characteristics of the brewery waste are included in Attachment A (Table A-6). Historically, odors due to the formation of hydrogen sulfide and presumably other reduced sulfur compounds in the system have been realized at numerous locations within the Crozet Interceptor System. Historical data from 2002 before treatment (included in Attachment A) show hydrogen sulfide levels reaching 209 ppm at Pump Station #3, and 191 ppm at MH #31. Pump Stations #1 and #2 and MH #31 should be given special attention due to sensitive nearby receptors and past odor complaints at these locations. It should be noted that Pump Stations #2, #3 and #4 have a tight turning radius to enter the site, and Pump Station #4 has a steep grade into the site. Interested Offerors should visit the sites to confirm site access issues associated with chemical and equipment deliveries.
