PERFORMANCE PERIOD The period of performance shall be 90 Days from date of award. Quoter shall list exception(s) and rationale for the exception(s). Submission shall be received not later than 12PM EST on 02/28/2022 at Clifford.Harrison@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Faxed or postal mailed quotes will NOT be accepted. A site visit will be schedule for the Albany VAMC on February 18, 2022, at 11A.M., EST. All parties/vendors interested in attending the site visit must respond to the Contracting Officer via e-mail by 12PM EST Thursday February 17, 2022. If there are no responses regarding the site visit the site visit will be cancelled. Site visit will begin in the lobby of the Albany VAMC at 11A.M. EST (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5 Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through beta.sam.gov on RFQ reference number 36C24222Q0384. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 (eff. 01/30/2022), VAAR 2008-32 (eff. 11/1/21). (iv) This solicitation is a Total SDVOSB set-aside open market solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard of $22.0 Million. The FSC/PSC is J063. (v) This is a services contract to provide Albany VAMC Security Systems Upgrades at 113 Holland Avenue, Albany NY 12208-2716. The Contractor shall provide clear pricing as the Contracting Officer will need to distinguish between the varying costs of the procurement in order to determine price reasonableness. Contractor may propose an alter CLIN structure if appropriate. CLIN must detail the separate tasks and deliverables in a manner that will allow contracting to perform appropriate price reasonableness determination. DESCRIPTION OF SERVICES The Albany Stratton VA Medical Center is seeking to upgrade its security systems to provide a safe and secure environment for our veteran patients, visitors, and staff in addition to comply with Federal Identity Credential and Access Management (FICAM) and Physical Security and Resiliency Design Manual Standards. The project will encompass three distinct areas of improvements: 1. Upgrade older non-compliant magnetic stripe PACS readers and all associated backbone hardware including controller boards and communication boards. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade its aged non-FICAM compliant magnetic stripe Physical Access Control (PACS) readers and all related infrastructures. Currently, the VAMC is utilizing Lenel magnetic stripe card readers supported by antiquated series 1 and series 2 controller boards and communication boards. These technologies do not support current FICAM standards. Additionally, the technology results in worn out magnetic stripes on the back of PIV cards that require employees get re-sponsored to replace cards when they fail to work with the readers resulting in increased workload for Human Resources personnel as well as supervisors that are required to re-sponsor applicants for new cards. 2. Install new cameras throughout facility and the required backbone support hardware required to comply with video retention standards. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade and improve its current Video Surveillance System, which is identified as the Video Assessment and Surveillance System hereinafter referred to as the VASS System as specified in this section. The Physical Security and Resiliency Design Manual, October 2020 requires VASS coverage of common corridors, parking lots, walkways, and waiting areas. Currently, the Albany VAMC has coverage of its parking lots, main entrance, employee entrance, main lobby waiting area and some patient corridors. It is lacking significant coverage. 3. Install a networked, software-based facility duress alarm system (Lynx) with the capability to activate a duress/emergency alarm from any networked workstation. The Samuel S. Stratton Veterans Administration Medical Center, Albany, NY (Albany VAMC) has a need to upgrade its aged duress and alarm monitoring systems for the main campus as well as all community based out-patient clinics (CBOC s). Currently, the Albany VAMC is utilizing very aged technology (Vindicator alarm boards) that are out of life expectancy and support. This old system is also a continual drain on finances as well as the hours of manpower to meticulously manage and repair. Continuous re-allocation of spaces and offices often require physical duress buttons be removed and re-installed at different locations. Currently the Albany VAMC has over 350 duress buttons installed. These are too many to be individually assigned to its own circuit based on our current infrastructure resulting in instances where up to seven duress buttons are wired on one circuit, therefore a press of any of these buttons only directs police to a general area or wing instead of to an actual office or treatment room. Unfortunately, not all staff or patient care areas have duress buttons, which poses a sizeable physical security risk. The strategy is to move to an approved virtual network-based solution that alerts police from each end user s computer keyboard, desktop icon or other means. This will resolve the problems of wiring issues, buttons linked together due to controller boards maximized, mechanical failure issues, dead batteries, and lost duress pendants.
