Improvements at the Hickory Well Field will include completion of five (5) new well heads, electrical, controls, well site improvements, extension of interconnecting well field piping, extension of site roadways, and expansion of the booster pump station to provide a reliable pumping capacity of 12 MGD. Each Proposal shall be accompanied by a Bid (Proposal) Bond, acceptable to the Owner, in an amount not less than five percent (5%) of the total amount proposed, as a guarantee that the successful proposer will enter into a proper Contract and execute Bonds on the forms provided in the Contract Documents. Proposal bonds will be returned to all but the three highest scoring proposers within five days after the opening of Proposals. Remaining proposal bonds will be returned 7 days after the Effective Date of the Contract The successful proposer must furnish Performance and Payment Bonds on the forms furnished with the Contract Documents in the amount of one hundred percent (100%) of the total Contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best's Key Rating of "B" or better. The surety company, the agency and agent issuing the Performance and Payment Bonds must be authorized to issue such bonds in Texas in an amount equal to or greater than the total contract price.
