Late submission cannot be considered unless there was mishandling on the part of the County of San Diego purchasing staff. Submittals must be received at the Purchasing and Contracting front counter by the identified date and time. If utilizing a courier service or USPS, be advised that all courier service deliveries, including USPS, might be delivered to the Countys central mail room, which may result in late submission and rejection of your bid. Section 3 Requirements and Preferences: The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 USC Section 1701u) and its associated regulations (24 CFR Part 75) are binding to Contractor and subcontractors. Contractors that seek Section 3 preference shall demonstrate eligibility by submitting the Section 3 Business Concern Certification Form. Section 3 Business Concern Certification Forms must be submitted at the time of bid/proposal. Contractor License Requirements: The Contractor shall possess, at the time the Contract is awarded through Contract acceptance (Contract Code 10164), a California contractor's Class A license. DVB Participation Requirements: In accordance with Board of Supervisors Policy B-39a: Public Works Procurements estimated (by the County) to exceed $1 million: the prime contractor shall meet or exceed 3% DVB Subcontractor Participation goal. Public Works Procurements estimated (by the County) to exceed $500,000 but not $1 million: the prime contractor shall make a good faith effort to meet or exceed a 3% DVB Subcontractor Participation goal. Public Works Procurements estimated (by the County) to be $500,000 or less, DVB Subcontractor Participation is encouraged, but not required. DVB participation may be documented on page 2-10, but is not required at this estimate level. Countys Estimate: This public work project is from $ 450,000 to $ 475,000 for Total Bid (Bid Schedule 1 + Bid Schedule 2). Project Location: The project is in the vicinity of Ramona, in the County of San Diego, State of California. Consists in general of construction of concrete sidewalks, curb and gutter, pedestrian ramps and street paving. The project will include, but not limited to street widening including grinding and overlaying. Bid Security: In the form of cash, or a certified or cashier's check, or a Bidder's Bond for at least ten percent of the bid amount executed by a corporation duly authorized to issue bonds in the State of California shall accompany the bid. Performance and Payment Bonds: The successful bidder will be required to furnish a Performance Bond for one hundred percent, and a Payment Bond for one hundred percent of the Contract amount.
