Scope of work includes, but is not limited to: maintenance, testing, adjusting, repairing and replacing all traffic signals, pedestrian signals owned and operated by the Florida Department of Transportation (FDOT) and associated controller installations on a routine, as-needed, as requested, and/or emergency basis. All services are to be available on a twenty-four (24) hour a day, seven (7) day a week basis. The emergency response time shall be no more than one (1) hour following notification. All Traffic Signals: Bidder is responsible for all parts and labor for maintenance and repairs. All major damages (that may require reimbursement - i.e.., FEMA, private insurance company, etc.) as defined by the County, which may include, but not limited to, an act of mother nature, auto accident and/or vandalism, would require prior authorization by the Public Works Director and/or their designee prior to repairs being completed. All traffic signals and associated intersection control features are on state right of ways and state owned. Okeechobee County is the maintenance organization responsible to the state and the successful contractor will accept the responsibilities on behalf of the County. Bidders proposing to provide services under this solicitation shall be either a licensed electrical contractor in the State of Florida or an FDOT Prequalified Contractor in Traffic Signalization and shall have a minimum of three (3) years of documented experience in Traffic Signal Maintenance. A Field Service Technician shall be directly assigned to carry out the duties described in any agreement and shall be certified at I.M.S.A. Level 1. Reade, Deputy County Administrator 304 NW 2nd Street, Rm 123, Okeechobee, FL 34972 Phone: (863) 763-6441 Email: rreade@co.okeechobee.fl.us Each bid must be accompanied by an acceptable Bid Security in the form of a Bid Bond, or Certified Check, made payable to "Okeechobee County Board of County Commissioners", in the amount of not less than five percent (5%) of the total Bid Amount. The Bidder, if awarded the Contract and the bid amount is $100,000 or more, will execute and file acceptable performance and payment bonds equal to 100% of the contract price within ten (10) calendar days after written notice of the award of contract. No bidder may withdraw their bid for a period of ninety (90) calendar days after the date set for opening of bids. The Payment and Performance Bonds must show the Owner's name, Project Name and Project Number. Bidders proposing to provide services under this solicitation shall be either a licensed electrical contractor in the State of Florida or an FDOT Prequalified Contractor in Traffic Signalization and shall have a minimum of three (3) years of documented experience in Traffic Signal Maintenance. A Field Service Technician shall be directly assigned to carry out the duties described in any agreement and shall be certified at I.M.S.A. Level 1. Bidders will confine their bids to the project in its entirety. Partial bids will not be accepted. Each bidder will submit with this bid, evidence that the bidder complies with all state and local requirements, to perform the work described in said Bid. If in the opinion of the bidder, inconsistencies appear to exist in the specifications, it is the bidder's responsibility to seek clarification from Okeechobee County. Additionally, it is incumbent upon all bidders to conduct a personal investigation as to requirements of the County. The Board of County Commissioners have the right to accept or reject any or all bids. Bids must be sealed and the outside of the envelope MUST be marked: "ATTENTION: MR. RICHARD READE, DEPUTY COUNTY ADMINISTRATOR, ITB NO: 2021-24 TRAFFIC SIGNAL MAINTENANCE AND REPAIR SERVICES".
