The purpose of this solicitation for (insert project title) (this "Solicitation") is to evaluate and select a vendor to provide a Construction Services for JEA Park & King substation as described in this Solicitation and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, and workmanship. Over the past three decades, JEA has been implementing a plan to retire the 4KV distribution system. In 2015 the 4KV conversion plan was re-evaluated. The findings were that conversion was still justified in some areas, but in other areas it made more sense to refurbish and keep the 4KV. The modified plan refurbishes six 4KV substations and associated circuits. The Park & King 4KV substation is one of the stations selected to remain in service and will be rebuilt. It is the fifth of the six stations, and only one more will remain to be rebuilt after it.
