Responses must be received by the due date and time established in this solicitation. If a response is received after this published date and time, it is considered a late response. Late responses will not be opened and the respondent will be notified that the response was rejected because it was not timely received. The City will either return the unopened response to the respondent at the respondent's expense or dispose of the response. A respondent may withdraw its response at any time prior to the closing date and time for the solicitation. The respondent's request to withdraw its response must be made in writing on company letterhead. Any questions pertaining to this request must be submitted through website no later than December 21, 2021 at 12pm. The City is not obligated to and may at its own discretion choose not to accept or answer questions received after that date. Lowest responsible bidder can be defined as the bidder who fully complied with all of the bid requirements and whose past performance, reputation, and financial capability is deemed acceptable, and who has offered the most advantageous pricing or cost benefit, based on the criteria stipulated in the bid documents.
