The City of Elk Run Heights, Iowa, will receive sealed bids on the forms furnished by the Engineer for a single prime contract for the construction of the Dubuque Road 2022 Rehabilitation Project. Work under the proposed contract shall be commenced within ten (10) working days after receipt of written "NOTICE TO PROCEED" which is expected to be issued in March 2022 and shall be completed on or before June 30, 2022. The City of Elk Run Heights will provide, in accordance with State regulations, documentation to the Contractor stating that payment of State sales tax on materials purchased for use on this public improvement project will not be required. The Contractor shall present this documentation to material suppliers to assure sales tax is not charged to the Contractor. The Contractor shall be aware of this sales tax exemption when preparing bid documentation. The Iowa Statewide Urban Designs and Specifications (SUDAS) Series 2021 Edition shall apply to construction work on this project. Also, select details from the Iowa Department of Transportation Standard Specifications for Highway and Bridge Construction, Series 2015, plus General Supplemental Specifications; and applicable Supplemental Specifications, Developmental Specifications, and Special Provisions, shall apply to construction on this project. Payments made to the Contractor will be based on monthly estimates in amounts equal to ninety-five percent of the contract value of the work completed. Payments will be made by the Owner from cash-on-hand from such sources as may be legally available. There will not be a Pre-bid Conference held for this project.
