Site work for a mixed-use development in Sacramento, California. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.
As of March 29, 2022, the project has not yet been awarded. A timeline for award not yet been established. The Nicholas Park Renovation Project scope of work includes renovation of an existing 9.3-acre park including the demolition and removal of existing site features and furnishings including, but not limited to, concrete and various site paving, fencing, sports lighting, storage room, play equipment and trees/shrubs. Once demolition is completed, the improvements as shown on the plans will include, but not be limited to, new paving in the parking lot, new electric vehicle charging stations, installation of two shade structures (with solar panel installation on the basketball structure), a full court basketball court, new paving and fencing at the existing softball field, new fenced restroom enclosure, new play and exercise equipment, site furnishings, paving and walkways throughout the site, site drainage, site grading for the installation of new turf areas to allow for football and soccer fields, new sports field lighting, and new planting areas for trees and shrubs. The project also includes work to be overseen by the Contractor and performed by project partners which include the Conservation Corps and the Sacramento Tree Foundation described in Section 00400, Section 018000, and on drawing number LC1. Please see the plans and technical specifications for the additional information regarding the project scope. The work consists, in general, of furnishing all permits, materials, labor, services, tools, plants, supplies, equipment, management, and superintendence necessary to provide for Nicholas Park Renovation Project, except for work to be provided by others as noted in the Contract Documents. The construction budget for the project is approximately $3.6 million. Each bid must be accompanied by a Bid Guaranty in the form of a Certificate of Deposit, Certified or Cashier's Check, Bidder's Bond or Irrevocable Standby Letter of Credit, in an amount equal to at least ten percent (10%) of the Bidder's Grand Total Bid Price. The Bid Guaranty will be retained by District and applied to any and all damages sustained by District in the event that the successful Bidder fails or refuses to enter into the Agreement awarded to it and to furnish all required bonds and Certificates of Insurance. District intends to award the Agreement to the lowest responsive, responsible Bidder based on the Base Bid Price. To the extent allowed by law, District reserves the right to reject any and all bids and/or to waive any irregularities or informalities in any bid or in the bidding procedure. District specifically reserves the right to not award the Agreement after the opening of bids. Bids will be examined and reported to the Board of Directors of District within ninety (90) days of the bid opening. Except as permitted by applicable law, no Bidder may withdraw its bid for a period of ninety (90) days after the date of bid opening. Each Bidder will be notified of any award of the Agreement by District. In connection with the performance of this Agreement, full compliance with all applicable safety and health standards and with all applicable laws and regulations concerning Equal Employment Opportunity and Disadvantaged Business Enterprises will be required. District hereby notifies all Bidders that it is the policy of District to ensure non-discrimination on the basis of race, color, sex or national origin in the award and administration of contracts that it awards. Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State of California for the performance of the work specified in the Contract Documents. The Contractor will also be required to ensure that all subcontractors working on this project are holding valid licenses suitable for their trade. Pursuant to Labor Code Section 1771.1(b), notice is hereby given that a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in Labor Code Sections 1720, et seq., unless currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. It is not a violation of Labor Code Section 1771.1 for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. The prevailing wage rates may be reviewed at District's offices. Pursuant to Public Contract Code Section 22300, the successful Bidder may submit certain securities in lieu of District withholding retention of payments during the Project. All questions prior to award of the Agreement shall be directed to the attention of the undersigned Contract Officer via email at vking@southgaterecandpark.net. The deadline for submissions of questions and clarifications concerning the Contract Documents is ten (10) days before the deadline for bid submission. Only signed Addenda issued by the District are binding.
