Renovation of a military facility in Fort Hood, Texas. Completed plans call for the renovation of a 64,000-square-foot, two-story above grade military facility.

THIS IS A PRESOLICITATION NOTICE. NO PROPOSALS OR RESPONSES ARE REQUIRED. This request for proposal is for the Design-Build repair of B6940 Hanger at Fort Hood, TX. The Renovation of Building 6940 project consists of an existing building that will be partially altered and remodeled under this SOW. Existing Building 6940 has an approximate overall area of 64,000 square feet based on as-built drawings. The building has an approximate 35,000 square foot (SF) two story office area with an additional 29,000 SF hangar area. The structure is a steel framed building with main trusses at 20' on center. The main hanger portion is single slope frame with a 37'-0" eave height while the administration portion is a 34'-0" eave height two structure single slope roof that ties on to the hangar and also has a lower 17'-9" lean to, one story shop area. The project is located in the Airfield zone off of Murphy Loop in the North East area of Fort Hood. Building 6940 is a hangar with shops and office space. It is a steel frame metal two story building with slab on grade foundation with piers at the columns. The interior spaces are interior shops and administration spaces constructed of CMU walls and a hangar where aircraft maintenance is performed. The building envelope is metal siding with batt-insulation. The roof is a membrane roof over a built-up roof with access via exterior roof ladder and two interior roof hatches. The admin portion of the hangar is two-story, accessible from four staircases, two interior and two exterior. The facility requires general repair and renovations. The entire facility will need HVAC installation. Code upgrades are required, including partial ABA compliance, AT/FP requirements and updating UFC code and facility energy. As-Built drawings are available showing the original construction systems of the building in Appendix H of the RFP. The contractor shall provide all supervision, labor, materials, equipment, supplies and transportation necessary to perform a complete renovation of Building 6940 at Fort Hood, Texas, as specified within this RFP. All work shall comply with State, local and Federal laws and regulations and applicable code requirements. Obtain all operating and construction permits, and permitting actions required by codes and DPW. The Contractor shall be the architect/engineer and constructor of record on this project. The design and construction shall be an integrated approach that achieves the highest quality of operations and aesthetics in meeting the requirements of the building's users while at the same time is cost effective and establishes economical and efficient synergy among the systems and spaces applicable to the structure as a whole. The Contractor shall be responsible for the professional quality, constructability, technical accuracy, and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, structural, mechanical, electrical, civil, and other architectural and engineering features of the work shall be accomplished, reviewed, and approved by licensed professionals to practice in their respective professional field in a state or possession of the United States. The Contractor shall be responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents. This building will be completely vacated during construction. User will remove and store all furniture, equipment and other items that they intend to keep for future use. The Government intends to establish a Firm Fixed-Price (FFP) Contract for the repair of building 6940. The scope of work will include all work in accordance with the plans and specification to make necessary repairs to repair building 6940. FAR 36.204(f) Disclosure of the magnitude of construction project between $10,000,000 and $25,000,000. The request for proposal is anticipated to be issued on or about 3 January 2022 and proposals due on or about 2 February 2022. A firm-fixed price contract is anticipated to be awarded. Anticipated contract award date on or about 30 Jun 2022. Anticipated project completion date is 540 days from Notice to proceed. It is the Offerers responsibility to monitor the SAM.gov web site for amendments to the solicitation.
