SUBJECT OF THE CALL FOR QUALIFYING TENDERS 1.1. SUMMARY DESCRIPTION The Thousand Islands School Service Center (CSSMI) wishes to proceed with a regionalized public qualification call for tenders to obtain service offers in order to compose a directory (list)of professional landscape architecture firms (Directory) valid for the school years 2021-2022, 2022-2023 and 2023-2024. These firms are called upon to provide the services necessary for the various CSSMI projects for projects that do not require public calls for tenders for professional services in landscape architecture, i.e. projects for less than $ 105,700, before taxes, of professional fees. In in no case will the CSSMI be linked to this directory for projects of $ 105,700, before taxes, and more professional fees. 1.2. TERRITORY Only professional landscape architecture firms are authorized to tender whose office complies with the code of their professional association is located on the territory of the following cities : Blainville, Boisbriand, Bois-des-Filions, Deux-Montagnes, Lorraine, Mirabel, Oka, Pointe-Calumet, Rosemere, Sainte-Anne-des-Plaines, Sainte-Marthe-sur-le-Lac, Sainte-Therese, Saint-Eustache, Saint-Joseph-du-Lac, Saint-Placide, Terrebonne and the Ile de Laval, and this for at least two months before the deadline set for receipt of tenders. Firms selected must maintain a compliant office on the territory of the CSSMI or on the Island of Laval for the duration of the Directory (3 years) in order to maintain their place in this directory. Consulting offices located in one of the cities of the CSSMI territory or on the Island of Laval will not be accepted as a compliant office if no landscape architect is registered there as being his professional domicile where he practices his profession at least 75 % of his time and a minimum of 1100 hours on an annual basis. The analysis of the offers received will therefore include a check of the membership table of the Association des architectes paysagistes du Quebec (AAPQ) and of the professional domicile listed therein. 1.3. APPLICABILITY This public call for tenders qualifies service providers subject to the provisions of the Act respecting contracting by public bodies (LRQ cC-65.1) as well as to articles 43 to 45 of the Regulation respecting certain service contracts of public bodies. . 1.4. PUBLIC QUALIFICATION NOTICE A public qualification notice will be published again once a year during the validity of the Directory, in accordance with article 43 para. 1 (3) of the Regulations. 2. Any submission received later will be automatically rejected. When the tenders are opened, only the name of the service providers will be disclosed. In addition to a paper version duly signed by the authorized person, the tenderer must attach one (1) copy of the completed forms in non-modifiable electronic PDF format (USB KEY). The CSSMI does not undertake to accept any of the submissions received. In accordance with article 21.0.3 of the Law on contracting by public bodies, the CSSMI has adopted a Complaints Management Procedure.
