ACAD 318349 Pavement Improvements at 10 Locations at Acadia National Park a) This acquisition is being conducted using Full & Open competition. The North American Industrial Classification System (NAICS) code and the associated small business size standard are noted in clause 52.204-8 in section "K" of this solicitation. b) Estimated Price Range: Between $1,000,000 - $5,000,000 c) Information and requirements stated in sections "B" through "J" & attachments noted in section "J" apply to this solicitation and the subsequent contract. d) Refer to section "L" for proposal submittal requirements. e) This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. f) Offerors shall submit proposals and questions, and acknowledge solicitation amendments as stated in section "L" of this solicitation SCHEDULE Submit your proposed construction schedule for this specific project showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative. Submit your schedule in Gantt Chart format; assume a Notice to Proceed date of June 15, 2022; and include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, and key considerations and constraints. There is no preprinted form for this submittal The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. (d) Do not submit an offer unless-- (1) A certification is provided in paragraph (b)(1) of this provision and submitted with the offer QUESTIONS Pre-proposal questions shall be submitted a minimum of 7 days prior to the due date and time for proposals. Proposals submitted via any means other than email shall not be accepted. 2. Proposals shall be sent to all of the following: a. Title subject line for all proposal submissions shall contain the solicitation number, Park-PMIS, and number of total emails, per the following example: Subj: 140P2022R0047, ACAD 318349, email 1 of 3 4. Submit proposals in separate VOLUMES (I and II) in the FORMATS specified, containing CONTENTS required. Each volume shall be submitted in separate email attachments. 5. Size limits: a. Individual email attachments shall be no larger than 38 MB. b. Each email shall be no larger than 100 MB 6. Page limits: a. Technical proposal is limited to 30 pages, font size no smaller than 10. 7. Offerors shall verify receipt of proposals. Submit a general management approach narrative for maintaining and managing project safety, quality control and coordination, cost management, and schedule management. Address how these general management procedures will be applied specifically to the scope, location, and schedule of this project. b. Provide an organizational chart and narrative that demonstrates the roles and responsibilities of the proposed prime contractor and all key subcontractors. Describe how the subcontractors will be managed and coordinated. Describe how safety requirements will be incorporated into all activities. Describe how the quality control requirements will be performed to ensure the Government receives a quality project. c. Identify the Key Trades: Paving, Striping, and 3rd Party Testing and what company they are, per Section H of the solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
