Estimated Project Value: $5,387,900 - $6,136,214 Kleinfelder Project No.: 20200336.001 The work is located on the right and left banks of the Upper Mormon Slough, downstream of the Escalon-Bellota Road Bridge. The work, in general, consists of removing vegetation and trees, placing rock slope protection and seeding the banks. Bids are required for the entire work described herein. A bid security of 10 percent is required from all bidders. The bid security must be in the form of cash, certified or cashier's check, electronic bond (eBond), or a bid bond in favor of the Department. Bid Security other than electronic bond must be received by the District prior to the bid opening. A payment bond and a performance bond each 100 percent of the value of the contract are required from the successful bidder. Requirements for commencing work and completing all work is provided in the project documents. A contractor or subcontractor will not be qualified to bid on, be listed in a bid, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The San Joaquin County Flood Control and Water Conservation District, hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. San Joaquin County, on behalf of the District, has adopted a policy goal to strongly encourage local hire and apprenticeship participation in the construction workforce in accordance with the Board of Supervisors' policy. Contracts estimated by the District to cost $200,000 or more require the successful bidder to demonstrate their attempts to employ local hire. All bidders are required to submit the Local Hire Information Form and Checklist with their bid. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The general prevailing wage rates have been determined by the Director of the State Department of Industrial Relations and it will be mandatory upon the Bidder to whom the contract is awarded and upon any subcontractor to pay not less than these specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract, all in accordance with the provisions of Section 1770-1776 inclusive of the Labor Code. When a Federal wage rate determination has been included and a difference from the State Department of Industrial Relations determination exists, the higher rate must be paid. The Board reserves the right to reject any or all bids and further reserves the right to waive minor irregularities in the bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project includes the following principal features: 1. Levee repairs at one site, on both banks of slough. The Work generally includes: a. Mobilization and demobilization. b. Traffic control and flagging for public safety. c. Maintaining access to private property and agricultural fields and facilities as needed. d. Developing staging areas as needed. e. Temporary fencing around all work sites and staging areas, and turbidity curtains for sites requiring in-water construction. f. Exclusionary fencing around trees and other vegetation, including padding around the trunks of trees. g. Tree removal from the site, including removing stump and roots, and providing certified arborist for tree trimming and branch removal. h. Clearing and grubbing. i. Excavation and backfilling, and disposal of excavated material. j. Geotextile fabric, Rock Slope Protection, and Launch Rock material and installation. k. Earthfill. l. Agricultural soil on finished slopes and in voids in Rock Slope Protection to form Soil-Filled Rock Slope Protection. m. Seeding and erosion control fabric placement. n. Project site restoration. o. Protection of above ground utilities and pipes. B. The full scope of work is provided on the Plans and in the Technical Specifications. Site access routes are also described and shown on the Project Plans. The Contractor shall not deviate from the designated access routes as shown on the Project Plans without prior approval of the Engineer. The site is located in San Joaquin County, California. The project runs along the existing Upper Mormon Slough channel from Escalon-Bellota Road bridge downstream approximately 1 mile. To access the site, travel along State Highway Route 26 and North Escalon Bella Road.
