Demolition, site work, paving and new construction of a mixed-use development in Williamsport, Pennsylvania. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; water / sewer project; and water / sewer project.
Requests for clarification are due Thursday, January 20, 2022 5:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. The work shall consist of constructing five bridges: 1) T-616 (Sheridan Street), Loyalsock Township, 2) Wilson Street, Jersey Shore Borough, 3) T-469 (Smith Road), Franklin Township, 4) T-392 (Valley Road), Susquehanna Township, 5) T-638 (Bill Sones Road), Moreland Township. Bridges include two concrete box culverts and three precast arch bridges. All concrete box culverts will include headwalls, wingwalls, and cast-in-place concrete decks and all concrete arch bridges will include express footings, headwalls and wingwalls. Lycoming County previously purchased all the structures, the contractor will coordinate delivery with Manufacturers, Owners, and Engineer. Contractor shall install E and S measures, divert stream flows, protect existing utilities, control traffic, demolish and remove existing bridges, return selected components to local bridge Owners, and properly dispose of the remainder, excavate for foundations, headwalls and wing walls, including bedrock where applicable. Coordinate with local Municipal Authority for the relocation of existing water mains along Sheridan Street & Wilson Street. Set box culverts and arch express footers on stone bedding. Set arch footers below stream bottom and backfill. Place and compact stone backfill behind and around bridges and wing walls. Stabilize the bridge corners and wingwalls with riprap. Restore roads at each bridge site as indicated, including grading, subgrade placement and compaction, paving, installation of stormwater features, curbs, and sidewalks. Set guiderail and traffic control signage, perform all necessary incidental work, and provide all necessary appurtenances to retore the site to its original condition. Bidders must provide with their Proposal (or Bid) either a certified bank treasurer's check, a certified cashier's check payable to the order of County of Lycoming, or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non- Collusion Affidavit and a Public Works Employment Verification Form. The two apparent low bidders will be required after bids are opened to provide proof of prior experience and adequate resources to complete the project. The successful low bidder will be required to furnish fully executed original Proposal (or Bid) forms. Failure to fully comply with all bid requirements including but not limited to the above will be cause to reject a bid. The successful Contractors will be required to furnish upon Contract Award a Performance Bond and a Payment Bond, each for one hundred (100%) percent of the contract price as bid. Bidders are advised that PA Prevailing Minimum Wage Rates are incorporated in the Contract Documents and they must be paid to all workers employed at the construction site. Lycoming County reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts. Estimated Project Cost: $1,300,000 - $1,900,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
