The envelope containing bids should be marked "RFP-AIRPORT CONSULTING SERVICES". Proposals should be addressed to: Samantha Melancon, City Clerk BrookhavenLincoln County Airport Airport Consulting Services RFP 301 South First Street, Room 102 Brookhaven, MS 39601. All proposals will be evaluated based on FAA Advisory Circular 150/5100-14D, Mississippi DOT Aeronautics Division guidelines and on compliance with this request. The City of Brookhaven reserves the right to waive any informality and minor irregularities in the submittals and select the consultant deemed to be the best qualified to serve the interests of the BrookhavenLincoln County Airport and the City of Brookhaven or may also reject all submittals. Projects funded through FAA grants will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of the Department of Transportation Regulations 49 CFR Part 26(Disadvantaged Business Enterprise Participation). DBE firms are encouraged to apply. The consultant will assist the Brookhaven-Lincoln County Airport in grant requests and grants will be the source of consultant compensation. Possible projects include (not prioritized) as follows: Runway,Taxiway,and Apron Pavement Improvements/Widening With Marking and Signage; ILS,MALSR Installation; Land Acquisition and Relocation Assistance with any required project specific environmental update; Safety Area Improvement; Apron Expansion; RWY Extension; Parallel Taxiway; Airport Layout Plan (ALP) Update; Navaid, Lighting Improvement; Access and Perimeter Road; Facility, Land Use Planning; Runway Protection Zone Improvement; Obstruction Removal/Marking; Utility Relocation and Replacement; T-Hangars/Hangar Building; Fencing. Submittals shall include the following: 1.Letter of interest (maximum five pages); 2.Completed Standard Qualifications form SF330 (federal); 3.Team Organizational Chart; 4.Project Approach Section (maximum two pages). Submittals will be evaluated using a scoring system with ten categories. Each category will be assigned an importance factor (below average importance, average importance, above average importance) and a range of possible points (1-Poor to 5-Excellent). The total score will be the sum of earned points (multiplied by the importance factor) in each category. The categories are: (1) Completed Form 330; (2) Civil (FAA) Airports Experience; (3) Experience With Similar Airport Projects; (4) Experience With Non-Similar Airport Projects; (5) Appropriate Existing Workload; (6) Response to Projects Specifics; (7) Team Work Location; (8) DBE Participation; (9) Project Manager/Managers Qualifications; and (10) Project Approach.
