In accordance with 22-9-203, the City of Bentonville, Arkansas is requesting formal, qualifications based competitive sealed Proposals from properly qualified, licensed, and experienced providers for an Advanced Metering Infrastructure (AMI) project to provide the City of Bentonville with a new electric meter reading system. This Request for Proposals (RFP) Packet, including the Specifications, is a complete document and is required to be returned intact with proposer responses provided in a point-by-point fashion. All technical requirements, specifications and proposal information is contained within the RFP-21-90 Response Packet. All Proposals must be accompanied by a Proposal (Bid) Guarantee in the form of a Bid Bond, certified check, or cashiers check in the amount of 5% (five percent) of the Total Proposed Price, payable without condition to the City of Bentonville, as a guarantee that the Proposer will enter into a contract and execute performance and payment bonds after the Notice of Award has been issued. The Proposal Guarantee shall provide that the Proposer or surety must pay the damage, loss, cost, and expense subject to the amount of the Proposal Guarantee (Bond) directly arising out of the Proposers default in failing to execute and deliver the Contract and Bonds. Personal checks and company checks are NOT acceptable as a Proposal Guarantee. Any Proposal submitted shall be void unless accompanied by a cashiers check drawn upon a bank or trust company doing business in the State of Arkansas or by a corporate Bid Bond (Proposal Guarantee). The City reserves the right to reject any or all proposals and to waive informalities. The awarded firm will be required to enter into a binding contract with the City and furnish a Performance and Payment Bonds for the full value of the Contract at the time of signing the Contract. Pursuant to Arkansas Code Annotated 22-9-203, the City encourages all qualified small, minority owned, and women owned business enterprises to submit Bids for capital improvements. Encouragement is also made to all general (prime) contractors that in the event they subcontract portions of their work, consideration is given to the identified groups. In accordance with Arkansas Procurement Law and Rules, it is the responsibility of vendors to submit responses at the designated location on or before the required due date and time. Responses received after the deadline date and time will be considered late will be rejected, without exception. Proposals which are unsigned will be rejected, without exception.
