Renovation of a detention facility in Tennessee Colony, Texas. Completed plans call for the renovation of a detention facility.
The Texas Department of Criminal Justice (TDCJ) is inviting bids to Repair/Replace Fire Line - Restrictive Housing 12 Bldg. at the Michael Unit in Tennessee Colony, Texas. This project consists of the replacement of the standpipe system main fire line providing water service to the existing hose system and connected manual sprinkler system within 12 Bldg. The work includes approximately 650 LF of 6" steel pipe, 400 LF of 4" steel pipe, 520 LF of miscellaneous smaller pipe, and 150 LF of 6" underground exterior pipe. Additionally, fittings, water flow switches and alarms, 24 fire hoses and reels, 6 hose connections and 54 isolated sprinkler heads shall be replaced. Demolition and replacement of suspended ceiling systems, access panels, light fixtures and other appurtenances shall be included, as well as core drilling and patching pipe holes in walls. All work shall be performed as shown in the construction plans prepared by Parkhill, Smith & Cooper, Inc. (Parkhill, Inc.). Contractor must provide evidence that demonstrates the contractor is qualified to satisfactorily perform the specified work and must have worked in this trade for at least five (5) years. The contractor shall submit written evidence to include a minimum of three (3) projects completed within the last ten (10) years of similar work, size and complexity to include the owner's name, telephone number, location, type of facility, construction cost and the date of completion with all bid proposals. Contractors are required to submit a HUB Subcontracting Plan as detailed in Exhibit 1. Failure to submit a completed HUB Subcontracting Plan will result in the bid being rejected from further consideration. Contractor must be bondable and insurable at the levels required. All bid proposals must be accompanied by a Bid Deposit in the amount of 5% of greatest amount bid. Performance and Payment Bonds in the amount of 100% of the contract amount will be required upon award of a contract. Due to strict security please be aware that entrance to the unit will be denied to anyone in possession of any items to include, but not limited to, any of the following: weapons (including pocket knives), tobacco products, alcohol, cell phones, pagers and more than $25.00. Visitors are subjected to searches as they enter the facility and may be required to walk through electronic scanning equipment such as metal detectors. Access to the facility will be denied to anyone not willing to be searched. Appropriate attire required. The TDCJ reserves the right to reject any or all bids, and to waive any informality or irregularity. It is the TDCJ's intent to issue the Notice to Proceed at the Pre-Construction Meeting with the performance period to begin upon issuance. The Texas Department of Criminal Justice requires the Contractor to make a good faith effort to include Historically Underutilized Businesses (HUB's) in at least 21.1% of the total value of this construction contract award. Attention is called to the fact that not less than the minimum wage rates prescribed in the Special Conditions must be paid on these projects.
