Winchester Public Schools is soliciting proposals for networking equipment eligible for funding through the Universal Service Support Mechanism of the Schools and Libraries Division (Erate). All projects and services will be for the Funding Year 2022/23 that begins on the 1st of July, 2022 and ends on the 30th of September, 2023. No purchase, work, or billing can take place before the allowable date established by the E-rate program for this funding year. The proposed network switching equipment must work seamlessly with existing switching, routing, voice and data network infrastructure at Winchester Public Schools. In accordance with E-rate rules, proposals for equivalent and compatible equipment will be considered; WPS will be the arbiter of whether the proposed solution is functionally and technically equivalent to the requested solution. Should additional components be required for successful installation, configuration, and activation by WPS, they must be included as part of the cost proposal. If any Firm finds discrepancies or omissions in, or should it be in doubt as to the meaning of any part of the specifications, questions regarding these specifications must be in writing and submitted via email to Aaron McBride, mcbride@wps.k12.va.us and Pam Hedrick, hedrickp@wps.k12.va.us. Should any questions or responses require revisions to the specifications as originally published, such revisions will be by formal amendment only. The Q&A time period will be open through January 5, 2022. All answers will be posted to EPC by January 7, 2022. The School Board shall have the right to waive any informality in any proposal received. In addition, the School Board has the right to reject a proposal if the Firm fails to furnish the data required by the documents or if in any way the proposal is incomplete or irregular.
