The City of Kennewick solicits interest from consulting firms with expertise in Real Estate Appraisal Services for easement and right of way acquisitions. This agreement will be for approximately 6 months in duration with the option for the City of Kennewick to extend it for additional time and money if necessary. Consultants will be considered for the following project. The work to be performed by the Consultant consists of preparing Appraisals, Appraisal Reviews and or Administrative Offer Summary (AOS) and Acquisitions for Temporary Construction Easements and Right of Way (Fee) for approximately 3,000 square feet of Temporary Construction Easements and 4,000 square feet of Right of Way across three (3) separate parcels for the installation of two (2) right turn lanes at the intersection of North Columbia Center Boulevard and West Deschutes Avenue. Project Information and proposed scope of work of the contract are as follows: Approximately 3,000 square feet of Temporary Construction Easement and 4,000 square feet of right-of-way across three (3) developed privately owned parcels. Prepare Appraisal reports, either Appraisal (Narrative) or Admistrative Offer Summary (AOS) that meet all requirements and final form must be acceptable to the WSDOT Local Agency Coordinator (LAC) for acquisition of property under Federal and State guidelines. Provide Appraisal reviews for all appraisals and final form must be acceptable to the WSDOT Local Agency Coordinator (LAC) for acquisition of property under Federal and State guidelines. Provide Acquisition Services (Negotiations) for three (3) right-of-way acquisitions and three (3) Temporary Construction Easements. Which includes the following: Review and abide by all federal, state and city requirements for WSDOT right-of-way certification, and become familiar with the sites, present development, and planned future work. Research and correct title report data as required to determine who is required to sign the acquisition documents. Limited liability title reports and appraisal reports will be furnished by the City. Negotiate and obtain signatures on a right-of-way purchase/sale agreement and other applicable documents for land required by the City for the proposed street improvements, or contact all individuals as necessary to negotiate to an impasse, with a minimum of three (3) contacts required. Prepare deeds, easements and other documentation as necessary to correctly disburse the right-of-way payments and convey to the City valid title to the needed rights-of-way. Obtain release of all liens and encumbrances as necessary to vest title to the City. Notify the City in writing of any liens or encumbrances that cannot be released. Provide a bi-weekly project update report. The report will include any concerns or issues that may arise. Deliver a project diary of all negotiations The City of Kennewick reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
