Site work and new construction of a water / sewer project in Riverside, California. Completed plans call for the construction of a 23,782-square-foot water / sewer project; and for site work for a water / sewer project.

ORDER WQ 2014-0194-DWQ NPDES NO. CAG140001 The scope of work encompassed by these specifications consists of furnishing all plans, labor, equipment, appliances, and materials in addition to performing all operations in connection with the drilling, construction, development and testing of Well 7 (the Work). Western Municipal Water District (WMWD) intends to use Well 7as a source of non-potable water supply. All work is to be conducted in strict accordance with these specifications unless otherwise modified by Thomas Harder & Co. (HYDROGEOLOGIST) and approved by WMWD. 1. Mobilization to and from the Site. 2. Set up and maintain a temporary field office, electrical service and sanitary facilities as necessary. 3. Install temporary noise control barrier walls and equipment as necessary to meet specified noise limits. 4. Provide temporary tanks for settlement of development water and aboveground discharge piping to direct clarified water to the storm drain. 5. Install a conductor casing and sanitary seal. 6. Drill a pilot borehole and collect soil samples at specified intervals during drilling. 7. Conduct downhole geophysical logs in the pilot borehole, including alignment deviation survey. 8. Conduct isolated aquifer zone testing for one zone. 9. Ream the pilot borehole to the specified final diameter(s) and depth(s). 10. Conduct a caliper survey of the final reamed borehole. 11. Install blank and perforated well casing, accessory tubing, filter pack, annular seals, and annular grout seal in accordance with the Plans and Specifications, and final well design as submitted by the HYDROGEOLOGIST. 12. Complete initial well development by airlift and swabbing (mechanical well development). 13. At the option of WMWD, complete chemical development by introducing and swabbing a chlorine solution and/or clay dispersing agent into the well. 14. Install a test pump at a capacity and intake depth specified by the HYDROGEOLOGIST. 15. Complete well development by pumping and surging. 16. Conduct well pumping tests (step-drawdown and constant rate tests) and collection of water samples for water quality analysis. 17. Conduct a dynamic flow meter test. 18. Complete well disinfection. 19. Conduct a downhole video log, well alignment test and temporarily cap the well. 20. Demobilize and restore the Site Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price. Each Bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. The successful Bidder will be required to furnish the District with a Performance Bond equal to one hundred percent (100%) of the successful Bid, and a Payment (Labor and Materials) Bond equal to one hundred percent (100%) of the successful Bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. The cost of said bonds shall be included in the Bid amount. Pursuant to Public Contract Code Section 22300, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the Contract. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful Bidder, copies of which are on file and will be made available to any interested party upon request at Employment Development Department - 700 Franklin Blvd. #1100 Sacramento, California, 92582 or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful Bidder at the job site. The successful Bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. If the Work involves federal funds or otherwise requires compliance with the Davis-Bacon Fair Labor Standards Act, the Contractor and all its subcontractors shall comply with the higher of the state or federal prevailing wage rates, and shall be consistent the wage rates within ten days of the bid opening. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No Bid will be accepted nor any contract entered into without proof of the contractor's and subcontractors' current registration with the Department of Industrial Relations to perform public work. If awarded a contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project. Notwithstanding the foregoing, the contractor registration requirements mandated by Labor Code Sections 1725.5 and 1771.1 shall not apply to work performed on a public works project that is exempt pursuant to the small project exemption specified in Labor Code Sections 1725.5 and 1771.1. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid. Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the Work Bid upon, and must maintain the license(s) throughout the duration of the Contract: Specialty Contractor C-57 (Well Drilling Contractor) Pursuant to Public Contract Code Section 3400(b), if the District may make findings designating certain materials, products, things, or services by specific brand or trade name, if such findings have been made for this Project, the findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Special Conditions. The District shall award the Contract for the Project to the lowest responsive, responsible Bidder as on the basis of the base Bid alone by the District. The District reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the Bidding process.
