Vendors are requested to carefully review the instructions contained therein. Rockland boces is not responsible for proposals opened prior to the proposal opening if proposal number and opening date do not appear on the outside of the envelope. Proposals opened prior to the date and time indicated are invalid. The proposer assumes the risk of any delay in the mail or in the handling of the mail by employees of Rockland boces, as well as improper hand delivery.
