The MDOT SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority/ disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority/ Disadvantaged business enterprises are encouraged to respond to this solicitation. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. County: Baltimore Classification: G ($10,000,001 to $15,000,000) Funding: State F.A.P. Number: N/A This project, located in Baltimore County, is for the construction of Noise Barriers along the Baltimore Beltway I-695 Inner Loop; beginning north of Frederick Road (MD 144) to US 40 (Baltimore National Pike) for a total distance of 1.10 miles. The work will consist of the following: a) Construction of three noise barriers consisting of timber panels and posts, concrete foundations and hardware and construction of a noise barrier support structure over Ingleside Avenue with steel noise barrier; b)Installation of a top down retaining wall/headwall; c)Removal of existing riprap slope protection, excavation and reconstruction of an approximately 350 feet long section of the I-695 Inner Loop embankment slope; d)Installation of storm drain pipe, headwall, inlets, and erosion and sediment control; e)Replacement of curb and gutter; f)Removal of and replacement of traffic barriers, anchorages and end treatments; g)Grinding and resurfacing of Arbutus Avenue; h)Installation of signing, pavement marking, traffic signal modification, and lighting; i)Maintaining safe and continuous traffic on existing I-695 in conformance with the approved traffic control plans, Specifications, and Special Provisions contained herein; j)Installation of landscape features; k)Providing all indicated and required work necessary to complete the project as shown on the Plan, in accordance with the Specifications, Special Provisions, or as directed by the Engineer. Pre-Bid Conference: A Pre Bid Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids.
