Demolition, site work and renovation of a civil project in Parkersburg, West Virginia. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
Anticipated construction start is March 2022. Each Bid must be placed within a sealed envelope and shall include the notation "BID ENCLOSED" on the face of it along with the Bidder's name, address, project name, and Contract Number. Bids delivered via mail or other delivery system must be delivered by the above stated date and time for receipt of the Bids. Contract Number 20-4, WTP Backwash Basin and Water Storage Tank Improvements Rehabilitation of backwash basin at Water Treatment Plant, rehabilitation of South Reservoir; demolition of old South Reservoir; and water storage tank improvements at five locations in the distribution system. Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor's license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed. P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an "American Iron and Steel (AIS)" requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. A Bid Bond executed by the Bidder and a Surety Company approved by the Parkersburg Utility Board in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids. Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The Bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The Bidder agrees to make "good faith efforts" to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term "subcontractor" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for Bidders and contractors under this order are explained in the specifications. The Parkersburg Utility Board reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best Bidder. Each proposal must contain the full name of every person or company interested in the same. The Parkersburg Utility Board reserves the right to waive any informalities or irregularities in the Bidding.
