Renovation of a mixed-use development in Little Rock, Arkansas. Completed plans call for the renovation of a medical facility.

A. This project is for the EHRM Infrastructure upgrade at the Searcy CBOC, El Dorado CBOC, Pine Bluff CBOC, and the West Lake HBPC in the area of Little Rock AR. All construction work shall adhere to the latest Joint Commission Standard , NFPA, and life safety requirements. All work shall be performed per the contract specifications, drawings, and attached documents herein. B. Contractor shall use the attached US Department of Labor Wage Determination AR20220032 in accordance with the Davis Bacon Act. C. The magnitude of construction is between $500,000 and $1,000,000 per FAR 36.204 and VAAR 836.204. Bid Bonds, Payment Bonds, and Performance Bonds are required. D. NAICS code for this project is 236220 with a small business size standard of $39.5 Million. E. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competitive procurement pursuant to Public Law 109-461 (38 USC 8127). The SDVOSB is required to perform a minimum of 15% of the construction work. The SDVOSB must be a small business under the relevant NAICS code. Vendors submitting proposals under a Joint Venture shall submit a copy of their Joint Venture agreement with their offer. Joint Ventures shall comply with VAAR 819.7003(c). F. IMPORTANT: All SDVOSB contractors shall be Center for Verification and Evaluation (CVE) verified with the assigned NAICS code in order to receive contract award. Offers may be rejected if they do not comply with this requirement. H. Deadline for solicitation inquires is 2/17/2022 by 23:59 CST. Questions shall be emailed to Kenny.Holestin@va.gov. I. An organized pre-proposal site visit is scheduled. See site visit instructions attached. It is highly encouraged that all eligible offerors attend this site visit. Due to COVID-19, only one attendee from the Prime SDVOSB may attend the site visit conducted by the VA; no subcontractors. IF YOU ARE ILL/SICK PLEASE DO NOT ATTEND. Site Access (Contractor Responsibilities): Access to the jobsite being shown is restricted and is only open to authorized personnel. Interested SDVOSB Prime Vendors who plan on attending the site visit shall provide the name of their one attendee to the Contracting Specialist at Kenny.Holestin@va.gov no later than 12:00PM CST on Monday February 7, 2022. The subject of the email shall read, "Site Visit Confirmation for Project 598-21-705." The CO will email confirmation to the interested attendees of their designated time slot to attend the site visit. ALL ATTENDEES MUST BRING THEIR OWN MASK TO WEAR THAT MEETS GUIDELINES AT ALL TIMES WHILE ON VA CAMPUS. Date: A site visit will be conducted on Wednesday February 9, 2022 and Thursday February 10, 2022. One-time occurrence. RFI cut off is 3/31/22 at 23:59 CST. The site visit is expected to start on time. Special accommodations will not be made for late attendees. Duration: The site visit is expected to last around an hour. Contractor Meeting Point: On the day of the site visit a government representative will meet/greet site visit attendees at each CBOC main entrance lobby. On the day of the site visit, attendees should allow themselves enough time to go through the screening and find/secure parking to arrive on time for their scheduled site visit. We suggest 30 minutes ahead of your site visit time. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 days after receipt of award. The time stated for completion shall include final cleanup of the premises *The value for this project is based on a financial range.
