The DRPA hereby invites interested professional consulting engineering firms to submit a Statement of Qualification ("SOQ") for Construction Monitoring Services in connection with Contract No. PATCO-21-G - Rail Replacement Project - Ferry Avenue to Broadway. This public advertisement constitutes the DRPA's formal solicitation to determine the interest of qualified firms in the Project. The DRPA intends to replace rail from the West Ferry Avenue Interlocking to the Center Tower Cut (the "Rail Replacement Project"). The scope of construction monitoring services the Authority requires in connection with the Rail Replacement Project shall include, but not be limited to, inspection of all work to ensure that it is done in compliance with the contract plans and specifications, inspection of construction materials and work procedures to be used on site to ensure compliance with the contract plans and specifications, and all such other services as may be required to furnish complete construction monitoring services of the highest quality. The scope shall also include the review of project schedules, payments, document control, staging and recommend alternate solutions whenever conflicts appear. The consulting engineering firm shall work with the contractor to address and resolve conflicts with minimal impact to the contract and PATCO operations. The firm shall exhibit professional staff knowledgeable in modern track, rail replacement, tie replacement, and industry requirements and recommendations as well as other applicable federal, state, and local requirements.
