Scope Summary The Metropolitan Government of Nashville and Davidson County (Metro) is soliciting quotes for a contractor to provide utility casting adjustment, maintenance, and replacement. Scope Details The Scope of Work for Metro Water Services (Water) and Nashville Department of Transportation (NDOT) are as follows: Adjustment of Manholes, Valve Boxes, and Inlets: This work shall consist of adjusting manholes, catch basins, inlets, meter boxes, and water valve boxes located within streets, and shoulder areas, which are scheduled for resurfacing. Existing material shall be removed from around manholes, catch basins, inlets, and water valve boxes. Adjustment of structures shall be to the proposed grade of the asphalt overlay with brick and Portland cement. Backfill around the structures shall be with the required material (Hot Mix Asphalt Grading BM2, if available) and shall be compacted sufficiently so as not to allow settlement prior to or after the resurfacing of the street. Each casting should conform to the final overlaid grade. Each manhole, catch basin, inlet, and water valve box shall be clean from debris and other obstructions. Each drain inlet will be retrofitted with bicycle-friendly inlet grating to conform with Metro and TDOT standards, billable to Pay Item 611-04.06 (Item No. 1C on the attached Bid Form). The casting shall be sealed back to the existing structure with mortar and brushed to smooth finished. Each valve box shall be cleaned out down to the operating nut. Metro Water Services shall establish an area designated for the casting adjustment contractor located at the Lebanon Road Campus, 1450 Lebanon Pike Nashville, TN 37210, or a location as directed by Metro Waters Services, to be used as a laydown yard. All Castings that have been removed from any project during the work process shall be stored at the laydown yard. This includes all Castings to be reused as well as all castings that are identified as damaged or not able to be reused. Contractor will inventory all damaged or unusable Castings and place them in a Metro Water Services provided storage dumpster. Said Castings shall be free of Concrete, Asphalt and Dirt. It will be the Contractors responsibility to coordinate the damaged inventory list with Metro Water Services Stores Department so proper accounting can be performed in order to replace with new Castings. Contractor shall be responsible for picking up any new castings as directed by the Engineer or their authorized representative. Contractor shall repair or rebuild any damaged structures encountered during adjustment work. Cost shall be included in the cost of adjustment of manholes, valve boxes, and inlets and will not be a separate item. The material used in this work shall conform to the Tennessee Department of Transportation Standard Specifications for Road and Bridge Construction and shall meet the following requirement Plating and Resetting of Manholes, Valve Boxes, Inlets, and Catch Basins This work shall consist of removing frames and castings, marking frames and tops as pairs, marking curbs and mapping to insure proper replacement at the same location from which they were removed. Each valve box that is found to have writing and/or numbers on the underside lid shall be painted over with a rust proof black paint before reinstallation. Steel plates are to be placed over holes, backfilled with Hot Mix Asphalt, and compacted properly to match existing street grade. Contractor shall store frames and castings, in a safe location that shall have the prior approval of the Metro Water Services Engineer, until after the roadway milling operation is completed. Contractor shall then replace frames and castings adjusting them to the proposed paving grade. Hot Mix Asphalt Grading BM2 shall be used for backfill and compacted properly to resist settlement. Contractor is required to have at a minimum to have 100 manhole plates and 150 valve boxes and assorted larger size plates before a notice to proceed is issued. The casting shall be sealed back to the existing structure with mortar and brushed to smooth finished. Each valve box shall be cleaned out down to the operating nut and manhole shall be cleaned from all debris. Contractor shall repair or rebuild any damaged structures encountered during plating and resetting work. Cost shall be included in the cost of the plating and adjusting and will not be a separate pay item. No separate payment for backfill material or adjustment of casting to propose paving grade shall be made. Disposal of excess or unsuitable material shall be the responsibility of the contractor and shall be in a manner that is satisfactory to Metro Water Services. A two day notice shall be given to the Utility Development Coordinator, Nashville Department of Transportation, 720 South Fifth Street, prior to closing of any street or alley, and shall include theestimated duration of the closure. If the appointing authority deem its necessary to work during night time hours the cost shall be included in the cost of adjusting or plating and resetting will not be a separate pay item. When work is to be performed in the roadway the contractor shall obtain a permit from the Nashville Department of Transportation Utility Coordinator. Contractor shall be reimbursed by Metro for any Right- of-Way Permit Fees, including any credit card fees if applicable, associated with the performance of work under this contract. Contractor must add a line to any invoice to reflect permit fee amount being requested and provide proper documentation to back up such reimbursement. Documentation must include at least a copy of the receipt and copy of the permit associated with the work performed. Metro will not reimburse for any violation fee since this would only apply when the Contractor fails to adhere to the Metro Code. Any associated administrative cost for getting the permit shall be included in other items of bid and will not reimbursed separately by Metro. If a uniformed Police Officer is required, the cost for that service will be paid for under Item No. 27 - F. The Contractor shall replace, at his own expense, any and all existing utilities or structures damaged during construction, unless otherwise provided for in these Contract Documents.
