Note that all agreements entered into with Caltrans will include, by reference, General Terms and Conditions (GTC 04/2017) and Contractor Certification Clauses (CCC 04/2017) that may be viewed and downloaded This Agreement requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award. Refer to Attachment 13, Proposed Form of Agreement, for requirement details. For bidders attending the mandatory site inspection, bring written questions to the inspection. Questions regarding this IFB must be submitted in writing by January 6, 2022. Bidders are encouraged to submit their written questions via e-mail to Brenda.Bweupe@dot.ca.gov. Written questions must include: the individual's name, firm name, complete address and must reference IFB No. 03A3362. Questions must be sent to one of the following: Email: Brenda.Bweupe@dot.ca.gov Or mail to California Department of Transportation (Caltrans) Division of Procurement and Contracts Attention: Brenda Bweupe 1727 30th Street, MS 65 Sacramento, CA 95816 The total bid proposal for this Agreement must not exceed $333,000. A bid proposal over $333,000 will be deemed non-responsive and will be rejected. Bid prices/rates shall include the cost of employer payments to or on behalf of employees, subsistence, travel, compensation insurance premiums, unemployment contributions, social security taxes, contract bond premiums, and any other taxes or assessments, including but not limited to, sales and use taxes required by law or otherwise and no additional allowance will be paid unless separate payment provisions in the Agreement should specifically provide otherwise. Bidder must have, at time of agreement award and for the duration of the agreement, a valid, current Class A (General Engineering Contractor) license issued by the CSLB, or a combination of Class B (General Building Contractor) license and C-21 (Building Moving and Wrecking) license issued by CSLB for the type of work to be performed. Bidder or Subcontractor must also possess the ASB Certification or C-22 (Asbestos Abatement) license issued by CLSB. Bidder shall obtain, pay for, and maintain in good standing, all necessary licenses and permits to accomplish the work. Bidders will be considered non-responsive unless proper licensing requirements are met. An invalid license will result in cancellation of the award. Positive verification of a valid license issued by the CSLB will be performed by Caltrans (reference Public Contract Code Section 10164). Payment Bond (ADM-2009) Requirement: If the successful bidder's bid exceeds $25,000, the successful bidder shall furnish a Payment Bond for not less than 100 percent (100%) of the total amount payable by the terms of this Agreement. The Payment Bond is due prior to the start date of work. No work may commence without receipt of a valid Payment Bond. The Payment Bond must be in effect at all times for the duration of the Agreement. If the Payment Bond expires during the term of the Agreement, a new Payment Bond must be provided to Caltrans Contact Manager not less than 10 business days prior to its expiration. Failure to maintain a Payment Bond for the full term of this Agreement will be grounds for termination for default in addition to other legal remedies Caltrans may have. Inadequate or lack of a Payment Bond does not negate Contractor's obligations under this Agreement.
