Expression of Interest (EOI) for "Secret" Cleared General Contractors for Construction Work in the Ottawa Area. THIS IS NOT A BID SOLICITATION. Defence Construction Canada (DCC) is calling for General Contractors that hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safeguarding at the level of SECRET, issued by the Contract Security Program (CSP), Public Services and Procurement Canada (PSPC) to express their interest for work required by the Department of National Defence (DND). The purpose of this EOI is to establish a list of General Contractors that meet the security requirements and can supply labour, material, supervision and equipment necessary for work that may include, but not limited to the following: - The monitoring and control facility in a Security zone; - The upgrade to the existing monitoring and control facility, an integrate camera system, and security monitoring system in a Security zone; - The Electronic Security System Installation replacement in a Security zone; - The upgrade to the fire alarm system and mass notification system in a Security zone. It is anticipated that the procurement for this project may be initiated in the winter of 2022. The anticipated project construction value is estimated to be $2,829,300. DCC will verify through CSP whether General Contractors, who have expressed their interest in writing, do meet the security requirements of this future project. General Contractors that do meet the stipulated security requirements will be invited to Tender on this future project. In the case of a joint venture, all the parties of the joint venture must hold the required security clearance. General Contractors that do NOT meet the stipulated security requirements will NOT be invited to Tender and will not be given further consideration. DCC will not delay the EOI closing to allow a General Contractor to obtain the required security clearances. DCC reserves the right to add or remove General Contractors from the list. General Contractors that do meet the security requirements will be invited to attend a mandatory security briefing. The date, time and location of the security briefing will be provided at a later date. The Contractor's Primary Contact, person responsible for safeguarding classified documents and who will be attending the security briefing must also hold a valid security clearance at the level of SECRET issued by Contract Security Program (CSP), Public Services and Procurement Canada (PSPC). Contractors that meet the security requirements that have attended the security briefing and have expressed their intent to pursue this Tender opportunity will be provided a copy of the Tender Documents (including classified drawings). EOI Requirements For the purpose of this EOI, General Contractors are to provide the following information: - Company's Legal Name as provided to CSP - Company's complete address (location where the documents will be stored that has document safeguarding capabilities at the level of SECRET) as provided to CSP - Company's current level of clearance as issued by CSP - Company's organization code as provided by CSP - Company's primary contact who will be attending the mandatory security briefing (birth name as provided to CSP, phone number and email address) - Primary Contact's current level of clearance - A secondary point of contact should be provided in the event the primary contact is not able to attend the security briefing (birth name as provided to CSP, phone number and email address). - The secondary point of contact, who will be attending the security briefing, should the primary contact not be able to attend, must also hold a valid security clearance at the level of SECRET issued by Contract Security Program (CSP), Public Services and Procurement Canada (PSPC). - The secondary point of contact's current level of clearance Defence Construction Canada reserves the right to reject any Contractor that does not demonstrate, to the sole satisfaction of Defence Construction Canada, that the Contractor has met the security requirements of this EOI. DCC also reserves the right to request clarifications and/or confirmations from any or all companies regarding any aspect of their information. In the event of such clarifications and/or confirmations, the DCC Coordinator will make the request. The request for clarification and/or confirmation will be directed to the individual named as the company's contact in the Expression of Interest.
