All responses to this Request for Proposals (RFP) accepted by the City of Whittier ("City") shall become the exclusive property of the City. At such times as the City Manager recommends a Consultant to the City Council, all proposals accepted by the City shall become a matter of public record and shall be regarded as public, with the exception of those elements of each proposal marked as "Trade Secret", "Confidential", or "Proprietary". Each element of a proposal which a Consultant desires not to be considered a public record must be clearly marked as set forth above, and any blanket statement, (i.e. regarding entire pages, documents, or other non-specific designations) shall not be sufficient and shall not bind the City in any way whatsoever. If disclosure is required or permitted under the California Public Records Act or otherwise by law, the City shall not in any way be liable or responsible for the disclosure of any such records or part thereof. The City of Whittier invites qualified consultants to submit a proposal for Environmental and Preliminary Engineering Design Services for the Murphy Ranch Little League Baseball Field Lighting Project. It is the City's intent that upon completion of the alternative analysis, preliminary design report, and conceptual PS&E documents, the City will have the ability to move forward to a design-build project construction. Responses to this RFP will be accepted until January 12, 2022, at 11:00 a.m. Proposals received after this date/time will not be considered. It is the responsibility of the proposer to ensure that any proposals submitted have sufficient time to be received by the City prior to this proposal due date and time. Any questions related to this RFP shall be submitted in writing to the City of Whittier Public Works Department at PubWks@cityofwhittier.org before 11:00 A.M. on the request for clarifications deadline of January 6, 2022. Any interpretation or correction of this RFP will be made only by addendum duly issued by the City.
