Site work, paving and new construction of a civil project in Iowa Falls, Iowa. Completed plans call for site work for a bridge / tunnel; road / highway; water / sewer project; for paving for a bridge / tunnel; road / highway; and for the construction of a water / sewer project.

The extent of work involved includes furnishing labor, equipment, and new materials for construction of the Improvements. The Project includes the following Work: This project consists of extending 3,800 LF of 12-inch potable water main, 4,200 LF of raw (unfinished) water main, 2,100 LF of sanitary sewer force main, 3,100 LF of 8-inch, 10-inch, and 12-inch gravity sewer main with 14 sanitary sewer manholes to serve a currently unserviced part of Iowa Falls along River Road. This project includes construction of a duplex pump station, removal/replacement of several roadway culverts of sizes between 15-inch and 48-inch with a total length of 560 LF, removal of 13,500 SY of existing pavement, 16,250 SY of subgrade prep, granular subbase, and geogrid, and placement of 6,000 Tons of HMA roadway paving. Additionally, there will be construction including 390 SY of driveway removal/replacement, 1,400 LF of subdrain, 180 STA of roadway paint striping and shoulder rumble strips, 10 fire hydrants, 14 water(3/4")/sewer(4") services I count 13 water and 14 sewer services, with necessary traffic control and seeding of disturbed areas among other minor items of construction. The method of construction shall be by contract in accordance with the Bidding Requirements and Contract Documents for said improvements approved by the City of Iowa Falls. Bids are requested for the following Contract: River Road Utility Extensions & Roadway Improvements. Each bid shall be made out on the form furnished by the City of Iowa Falls and shall be submitted in a sealed envelope marked, River Road Utility Extensions & Roadway Improvements, Iowa Falls, Iowa. The bid security shall be made payable to the City of Iowa Falls. The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited by the City of Iowa Falls as liquidated damages in the event the successful bidder fails to enter into a contract within fifteen (15) days of the Notice of Award and post bond satisfactory to the Board insuring the faithful fulfillment of the contract and maintenance of said improvements as required by law and the contract documents. The Owner reserves the right to reject any or all bids and to waive informalities. The Owner reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days from the date of receipt of bids. Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened. Said bond to be issued by a responsible surety approved by the Owner and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the Owner from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of four (4) years after completion and acceptance by the Owner. Payment to the Contractor for said construction will be made in cash from the following sources: Cash from any fund of Iowa Falls, which may be legally used for such purposes; proceeds derived from the sale and issuance of Utility Revenue Bonds. Monthly estimates will be made by the Engineer and payment will be made to the Contractor in the amount of ninety five percent (95%) of said estimate on or about the third Monday of the month provided that such Applications for Payment have been submitted in a timely manner and otherwise meet the requirements of the Contract. Final payment will be made not sooner than thirty (30) days following final acceptance of the work by the City of Iowa Falls. Bidding Requirements and Contract Documents governing the construction of the proposed improvements have been prepared by FOX Engineering Associates, Inc., Ames, Iowa, which documents and the proceedings of the City Council referring to and defining said improvements are hereby made a part of this Notice and the proposed contract by reference and the proposed contract shall be executed to comply therewith. Contract Times The work under the proposed contract shall commence within thirty (30) days of the written "Notice to Proceed". The "Notice to Proceed" is anticipated to be issued within seven (7) days of the Effective Date of the Agreement, and Contract Times for the Work will commence once the Notice to Proceed is issued. The work is divided into two (2) phases and shall be subject to the following completion dates: Milestone 1 - Phase 1 shall be completed prior to November 18, 2022. All work (including Phase 1 and Phase 2) shall be substantially completed by November 17, 2023, and ready for final completion on or before June 7, 2024 subject to any changes by the Owner.
