Site work and paving for a mixed-use development in Linesville, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of work includes the replacement of an old 4" cast iron waterline with lead joints (10 ft segments), lead gooseneck service connections, existing fire hydrants with internal lead components, and all curb boxes with lead internal components with a new 8" PVC C-900 waterline and PE service lines. The location of this new waterline will be under the existing sidewalk and within the road right-of-way on the north side of East Erie Street. Work will include the installation of approximately 2,200 feet of 8" PVC waterline, valves, hydrants, house service connections, concrete sidewalk and driveway removal and replacement, asphalt road replacement, tree removal, and street tie in connections. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all work in accordance with the Contract Documents and all necessary appurtenances and restoration for said construction. The project is being financed by the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the funding. It is anticipated that a Notice to Proceed will not be issued until approximately April 1, 2022. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246 and 11375. Federal Davis Bacon wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Linesville Borough to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that Linesville Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
