Bid openings will be live streamed using Cisco teleconference software. Details for accessing the teleconference are included below. Should the streaming link access be unavailable or fail during a bid opening, it does not nullify the validity of the process or results. If the County Government closes in response to an emergency declaration, an Addendum may be issued to temporarily stop the solicitation process until the County Government resumes operation. Bidders/Offerors must submit a solicitation response through the Supplier portal at https://eservices2.pwcgov.org/eservices/procurement/vendorliginreg. Email and hard copy response are not accepted. Prospective Contractors should confirm their ability to access the portal in advance of the solicitation due date to allow sufficient time to request technical support, if needed. If a Bidder/Offeror is not registered in the Supplier portal, they must register before they can submit a response. Approval of new Supplier registration may take up to 48 hours. Questions regarding Supplier registration can be directed to 703-792-8060 or financevendorrequrests@pwcgov.org. Instructions for submitting bids and proposals using the Supplier portal are available on the PWC Procurement website at https://eservices2.pwcgov.org/eservices/procurement/BiddingGuide. These Guides provide detailed instructions for online quote, bid, and proposal submission. Responses in "draft" status will not be accepted. Bids and proposals must be submitted prior to the due date and time listed in the solicitation. Submit questions, in writing and by email only, to Ms. Shana Terry, Lead Procurement Officer, at sterry2@pwcgov.org, no later than seven (7) calendar days prior to the date and time set for receipt of bids. Questions received after the question deadline will not be acknowledged. If Specifications, Plans/Drawings, a word, phrase, clause, or any other portion of the Invitation for Bid including the Bid Pricing Proposal or other documents which make up the Bidding Documents or Contract Documents, is alleged to be ambiguous/confusing or in conflict, the Bidder shall submit written notice of such to the consultant and may request an interpretation. The Owner/Prince William County and the Engineer are not responsible for any other explanations or interpretations of the Bidding Documents or Contract Documents unless made by formal Addenda. No employee or agent of the Owner shall have the authority to furnish any other explanations, verbal or written. Bidders are advised that notices of Addenda are publicized on the County's e-procurement webpage located at: www.pwcgov.org/bid. All bidders shall verify and confirm issuance of Addenda prior to submitting a bid. The work consists of, but is not limited to, removing existing exterior bay doors, provide and install six high speed doors replacement of high-speed doors with associated operators with the following specifications: o Total door quantity: 6 high speed doors o All six doors must have a red paint finish on the outside, inside neutral o No tint on windows o All six doors must have approximately 40% clear vision slats placed in the center of door with insulated o Solid panels above and below the clear vision panel o Speed doors with longevity and low wear are preferred o One remote per door is required o Speed doors can be 100,000 cycle spring or direct drive o Speed doors must have spiral contactless design o Light curtain and safety edge preferred o Door indicators must include green light indicator when the door is all the way up and red light as the doors are lifting until the light turns green. Furnish all labor, equipment, materials, facilities, management, surveys testing, and services necessary to accomplish the project requirements in the bid documents. o Work must be in accordance with best practice of the trade and as specified in detail in the Technical Specifications. o The Work shall be completed within 42 calendar days. o Demolition and removal of existing doors and associated equipment. o Installation of highspeed doors in accordance with approved shop drawings and the manufacturers printed instructions. o Remove debris from the job site. o Job site hours can be planned between 5am-10pm o Pre-install electrical with 230 single phases o Install fuse disconnect in center column of each door (to the right or left appropriate) o Pipe electric from disconnect o Door openings must be secured overnight, plywood is acceptable Interested Bidders and Subcontractors are strongly encouraged to attend. Pleas of ignorance of any conditions existing on the worksite, or difficulties encountered in the execution of the Work, or as a result of failure to make necessary investigations and examinations, will not be accepted as an excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set forth in the Contract Documents. All questions must be submitted in writing. No verbal answers are binding.
