Jefferson County Commission Roads and Transportation Feasibility Study for Birmingham and Bessemer Location. Any contact with the selection committee team members other than Ms. Wilkins may disqualify the firm's proposal from consideration Introduction General Services on behalf of the Roads and Transportation Department requests proposals from qualified firms for A/E services to conduct a feasibility study to assess the existing Roads and Transportation administrative and maintenance facilities that will result in a conceptual layout. described Project. Background The Roads and Transportation administrative and maintenance complexes are in Birmingham and Bessemer. The Tarrant location Camp Ketona - is located at 131 County Shop Road, Tarrant, AL 35217 and Camp Bessemer is located at 3201 King Street, Bessemer, AL 32023. Each camp maintains a onsite general office building, warehouse and shop facility as well as equipment parking and storage. The existing facilities have been adapted from historic county jailing facilities and are in aging condition. Study Goals The primary goal of the facility feasibility study is to provide a conceptual layout for a new administrative/maintenance facility and any supplemental facilities Other study goals include: Recommendations on phasing to ensure that the facilities will serve the area's short-range and long-range needs as Jefferson County's Road and Transportation Department grows. Provide estimated capital and operating costs for the administrative/maintenance facility at full build-out, as well as costs associated with a phased approach to development. Scope of Services The primary goals of the Facility Feasibility Study effort include: Develop a plan layout including office building, individual office space, AV needs, lavatory facilities and related infrastructure, warehouse facility and equipment bays and storage. Develop a budget and schedule for major element construction Identify a relocation strategy to support phased construction of the facilities while still maintaining camp activities In coordination with the Advisory Committee, refine project goals and objectives. Task 1 Validation of Space Needs Based on interviews with the system staff, the following information would be compiled on each functional area: Thoroughly review the current facilities and system to understand the needs at each facility, and for potential future facilities. Staff by type and number current and historic. Current space allocations and unmet space needs. Equipment with significant impact on space needs. Average square foot space needs per employee, by individual component/personnel classification, will be defined, along with space needs for specialized equipment, meeting rooms, and other non-personnel space needs. The net square footage requirement for each component of the proposed facility will be determined. The total quantity of land required to accommodate the proposed facility will be determined by identifying the following: Total square footage required for structures such as administrative/operations facility, maintenance area, fueling bays, etc. On-site vehicle and equipment storage. Employee and patron parking requirements. Vehicular access and maneuvering; and Future expansion requirements. Task 2 Implementation Plan Once a decision on the facility site has been made, the facility implementation plan will be developed including the following: Proposed space plan. Adjacency diagrams indicating the spatial relationships between functional elements of the facility. Total facility and site size recommendations. Renovation and/or development costs, as appropriate. Recommended project budget, including A/E fees, impact fees and other costs. Estimate of operation costs and revenue sources. Project implementation schedule. A project final report would be prepared incorporating the findings and results of the previous tasks. The final report would be presented to the local governing body. General requirements: The A/E shall be responsible for the professional quality, technical accuracy, and the coordination of the engineering and design work; construction documents shall be signed and "sealed" by the responsible registered professional architect(s) and engineer(s). The A/E shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups. The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations; and applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines. The work shall conform with the "to be established" project budget and scope, once finalized, throughout planning, design, and construction. The A/E shall make site visits, attend meetings, produce meeting minutes, make presentations, utilize the services of consultants, and submit required deliverables as necessary to execute specific parts of the work 'to be established' and in the Contract and the Scope of Work for the project. The A/E will be available to perform optional construction phase services at the agreed upon rate, if so requested by the Jefferson County Commission. If you would like to be considered for this Project, please provide four complete copies of your submission documentation for the Project to our office by the deadline indicated above. Minority, women and disabled veteran-owned enterprises (DBE) are encouraged to apply. Significant local participation is recommended for engineering services for firms outside the State of Alabama. All qualification submissions shall be made in hard copy, bound 8 1/2 x 11 format with project and firm identification on cover stock. Please include the following items in your packet and identify each specific qualification request identifiable by associated item numbers and tabbed accordingly below: Qualification Package 1. Approach. A general statement of the firm's approach to each of the project packages with particular focus on distinguishing characteristics or services. 2. Work proposed to be performed. A discussion of the firms understanding of the scope of services to be provided and the major work tasks to be performed. 3. Key personnel. A list of the proposed project team assigned to this project and their roles, previous related experience, education, date that person joined the firm. 4. Relevant experience. A statement of the firm's relevant experience, including a brief description of projects similar in scope and size as the proposed project, include project title, dates work was performed, construction value, client contact information. 5. List of Proposed Engineers/Technology Consultants. Provide a list of proposed engineers/technology consultants the firm plans to use for each specific package for this project. Include their statements of qualifications, profiles and lists of previous experience with projects similar in scope, value and size and current client contact information. It is imperative that the technology consultant have previous experience in recording, storing and retrieving job applicant screening and testing data. 6. Certificate of Insurance. Submit copy of firm's certificate of insurance. 7. Include statement of DBE status. Is your firm a "Disadvantaged Business Enterprise"; Minority, women or disabled veteran-owned enterprise Include statement of DBE status for each identified sub consultant/engineer listed for each package if applicable. The method of contractor selection has not been determined at this time.
