Renovation of a water / sewer project in Warrensburg, Missouri. Completed plans call for the renovation of a water / sewer project.

A. Work of the Project includes the upgrade of the Warrensburg East and West Wastewater Treatment Plant's (WWTP) Supervisory Control and Data Acquisition (SCADA) system to a non-proprietary system. The new system will be accessible and have the capability to be modified at the control panel and operator workstations. All new components will be industry-standard equipment. B. Project work will be located at the Influent Pump Station, Sequencing Batch Reactors (SBR) 1, 2, and 3 and their associated Effluent Valve Vaults, the Headworks Building, the Effluent/UV Structure, and in the Main Control Building at both Plants. C. The existing programable logic controllers (PLCs) at the WWTPs shall be replaced and the existing PLC programs shall be replaced in their entirety. This will include modifying several existing control panels and programming changes to the existing Wonderware InTouch HMI. Upgrades at each WWTP may take place concurrently with installation staggered between them. D. It is the responsibility of the Contractor and their System Integrator to provide a fully functional and tested SCADA system. This shall include all research, engineering coordination review and concurrence, on-site observation, programming, installation, and training required to fully replicate the existing control system with the additional improvements as outlined in the Contract Documents. These documents are not fully comprehensive and shall not be interpreted as such. The Contractor and their System Integrator are responsible for investigating the existing control system sufficiently to understand the scope of work necessary to fully replicate the existing system prior to Bid. The new system shall be programmed to handle and treat automatically the full range of influent to be treated by the wastewater system. E. The bid shall include sufficient on-site time for the System Integrator to observe the operations of each wastewater plant, including the SBR treatment protocol during various flow modes. The new control system shall be programmed to fully replicate the existing system at each WWTP. Copies of the current SBR Operations Manual are available from the City upon request. F. A protocol for high flow treatment shall be developed based on manual protocols that have been established by WWTP operations staff. High flow sequence of operations shall match operatorestablished protocols with adjustable timing, durations, and setpoints. G. The WWTP shall maintain similar effluent quality after the SCADA system upgrade. Any large deviations in effluent quality occurring after switchover to new SCADA system or permit violations as a result will require Contractor and their System Integrator to resolve at no additional cost to the Owner. Daily Monitoring Reports from the WWTPs are available upon request. The State Operating Permit for each WWTP is available in the Appendix. H. The new SCADA system shall be comprised of non-proprietary parts and shall be accessible and have the capability to be modified by any systems integrator. All new components shall be industry-standard equipment with standard life span, parts availability, and support. I. The new SCADA system shall be designed to readily accommodate future expansion at the WWTPs, specifically to facilitate an additional SBR treatment unit at each WWTP. The Capacity Study which outlines WWTP expansion is available from the City upon request. J. Follow-up visits to the WWTPs are required after startup as specified in Section 017000 and shall be included in Bid Price. K. Perform Work of Contract under Lump Sum with Alternates as listed in the Bid Form.
