Plainfield Municipal Utilities Authority Request for Proposals Solicitation of Professional Consulting Engineering Services Through February 14, 2023 the Plainfield Municipal Utilities Authority (the "Authority") Is Soliciting Proposals Through a Fair and Open Process in Accordance With N.j.s.a. 19:44a-20.4 Et Seq. For: Professional Sanitary Sewer Consulting Engineering Services and Professional Solid Waste Consulting Engineering Services The Authority intends to award a contract for each professional engineering service. Applicants should have extensive experience in providing consulting engineering services to a New Jersey municipal or county utilities authority, particularly one that engages in solid waste and/or sewerage services. Consulting engineering services include, but are not limited to, assisting the Authority in the preparation of applications and other documentation to secure all necessary permits, professional studies, designs, plans, specifications, contract administration, including review of bids and recommendations as to contract award, contract observation, review of technical documents, manuals and materials, conducting field visits and preparing reports, attending meetings of the Authority, NJDEP, and other agencies as requested, and providing technical assistance to the Authority. A more detailed scope of the engineering services is provided in the RFP. Proposals must be submitted in a sealed envelope, bearing the name and address of the respondent and the title of the proposal, addressed to the Authority, Purchasing Department, 127 Roosevelt Avenue, Plainfield, New Jersey 07060, ATTN: Dollie S. Scott-Bey, Qualified Purchasing Agent. Professional service entities are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Authority reserves the right to reject any or all submissions due to any defects or waive informalities in accordance with applicable law and accept any submissions that, in its sole judgment, will be in the best interest of the Authority. The Authority shall award all contracts or reject all submissions no later than sixty (60) days from receipt of same unless such time frame for award shall be mutually extended by the Authority and one or more proposers. The method of contractor selection has not been determined at this time.
