Renovation of a communication facility in Clark, Colorado. Completed plans call for the renovation of a communication facility.

instructions and assistance in submitting an offer to provide removal of existing Solar Array System and replace with a new Photovoltic System to include all installation and configuration for Routt County. The objective is to have a fully executed Routt County Construction Contract by March 1, 2022 with the project completed by October 1, 2022. The Farwell Mountain communications site is a Public Safety Radio Tower site managed and maintained by Routt County Communications (RCC) on USFS property. The communications site is comprised of a tower, shelter, solar array, and backup generator. Routt County is seeking a qualified licensed contractor to replace the Photovoltaic (PV) array, charge controllers and install a power inverter. The PV array is comprised of 360 - Sharp NE-80EJEA poly-crystalline silicon PV panel modules that feed into the shelter. Inside the shelter, the panels are connected to 18-OutBack Power Systems FlexMax 60 MPPT Charge Controllers. 6 of the 18 OutBack charge controllers are dedicated to 24 cell - 48volt Deka 3AVR95292 1330 Ah batteries. The remaining 12 OutBack charge controllers are dedicated to 48 cell - 24volt Deka 3AVR95292 1330 Ah cell batteries. The Outback charge controllers are monitored using 2 Mate 3S System Display and Controller (OBP-17810) with Outback Hub System Communications Managers. A Kohler 20REOZJB diesel generator is in place for emergency power. Remove, dispose of and replace existing PV array panels. The existing structure will be utilized for the replacement panels. Routt County will require the installation of Iron Ridge rail systems on the existing structure for the replacement panels. Replace existing Flex Max 60 charge controller with Flex Max 100 charge controllers. Install Outback Mojave Inverter (or similar OutBack model inverter) and integrate it into existing AC breaker panel and backup generator. Reconfigure existing battery system for 3- 48volt banks. All offerors will be required to submit a one line diagram for review of the purposed system. Each contractor will need to work with RCC Emergency Equipment Technician to discuss design options before submitting proposals. The size of battery bank will remain the same. The amount of panels on the array and number of charge controllers will be dependent on the type of panels and array configuration. All proposal responses submitted must include the price of any business and professional licenses, permits, taxes and fees as required by Federal, State or Local Government Agencies. Routt County does not waive any fees for its own projects. Last Day for Questions from Offerors January 28, 2022 All questions must be received, in writing, prior to 5:00 p.m. Mountain Time January 28, 2022 and shall be directed only to Routt County Purchasing Agent Julie Kennedy at jkennedy@co.routt.co.us. Answers to questions received that would change and/or clarify this solicitation will be provided in writing, via an addendum to all firms that have received the original RFP after the date for questions has expired. In this way, we hope to eliminate multiple addendums. Routt County Board of County Commissioners (BCC) reserves the right to reject any or all proposal responses and to waive informalities and minor irregularities in proposal responses received, and to accept any portion of the proposal response that is deemed to be in the best interest of Routt County. Information and/or factors gathered during interviews, negotiations and any reference checks, in addition to the evaluation criteria stated in this RFP, and any other information or factors deemed relevant by the County, shall be used in the final award. a fully-executed Payment Bond, if required by Section 5.2; 4. a fully-executed Performance Bond, if required by Section 5.2
