Site work, paving and new construction of a mixed-use development in Cazenovia, New York. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The General Work Contract D005923 or "GCW" includes all labor, materials, and equipment as indicated in this project manual including the drawings and specifications including but not limited to: Construct one new Comfort Station building; site utilities, (electricity, communications conduit, sewer, and water), and connection of building utilities 5-ft. outside the building: (Exceptions: electricity shall be brought into the panelboard or disconnect switch in the buildings, for termination by the Electrical Contractor); pavement reconfiguration and landscaping around the building and site; all site preparation and earthwork work unless otherwise indicated; all erosion sedimentation and pollution control work; installation of the sanitary force main pipes and appurtenances; furnish and install exterior water fountain, and furnish and install site water, electrical, and sanitary services; furnish and install new pump station, manholes and associated piping: (All conductors, terminations, ands startup of the sewage station are by GCW, although some conduits are by ECW); include all lawn, vegetative ground cover and landscape planting work, except for work noted as "NIC" or "Not in Contract"; provide pads and mounting for two parking lot pay kiosks; Provide electrical and telecommunication services to each kiosk, and termination at kiosks; and provide improvements to the parking lot. Unit Price: Provide Rock Removal & Replacement with Suitable Soil Material according to Section 31 20 00 Earth Moving for 1000 cubic yards. Alternate #1: Bidders shall state the amount to be added to the base bid for providing improvements to existing parking lot entrance from NY State Route 13, including but not limited to: milling existing pavement, provide sub-base material, pavement, and striping. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amounts as follows: General Contract D005923: $25,000.00, Twenty-Five Thousand Dollars & 00/100.; Electrical Contract D005924: $4,000.00, Four Thousand Dollars & 00/100.; Mechanical Contract D005925: $1,500.00, One Thousand Dollars & 00/100.; Plumbing Contract D005926: $4,000.00, Four Thousand Dollars & 00/100. MINORITY AND WOMEN OWNED BUSINESS PARTICIPATION GOALS The following goals for MWBE participation on this project have been established at: MWBE Participation Goals have been established for General Contract D005923 at: Minority Owned Business Enterprise (MBE): 13% Women Owned Business Enterprise (WBE): 17% MWBE Participation Goal - Good Faith Efforts have been established for Contracts D005924, D005925 and D005926: For purposes of this procurement, Bidder/Contractor is encouraged to make good faith efforts to promote and assist in the participation of MWBE on the Contract for the provision of services and materials. The directory of New York State Certified MWBE can be viewed Service Disabled Veteran Owned Business Goals The following goals for SDVOB participation on this project have been established at: Service Disabled Veteran Owned Business have been established for General Contract D005923 at: Service Disabled Veteran Owned Business 4% PUBLIC BUILDING LAW 8(6) Effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,400,000 or less, as adjusted annually for inflation beginning January 1, 2020. If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. Project commenced design before January 1, 2020. Not subject to provision. Project commenced design on or after January 1, 2020. Subject to provision. The completion date for this project is 360 Days after agreement has been approved by the NYS Comptroller's Office. Liquidated damages will be assessed for failing to complete the work contained in the contract documents by the stated dates. Project Milestones for Contract Completion as follows: Anticipated Notice to Proceed April 27, 2022. Parking Lot Work Shall not commence prior to September 6, 2022. Anticipated Contract End April 22, 2023. Project Specific Liquidated Damages (Refer to Table 14). Please see Article 14.10 in the General conditions for the Schedule of liquidated damages per day. The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract. All RFI's are due by: 2:30 PM on January 26, 2022. RFI's received after this date will not be processed.
