PROJECT(S) OVERVIEW The Village of Buffalo Grove is interested in contracting for Lake Cook Road West Phase I & II Engineering Services. It is the Village's intention to select one consultant to perform Phase I and Phase II engineering. At this time, Phase I is being funded partially by an Invest in Cook grant from the Cook County Department of Transportation and Highways (CCDOTH) and with the remainder paid for by the Village. Consultant selection for Phase II engineering services will occur through this RFQ, however Phase II contract negotiations will occur at a later date when funds are available. Other funding sources are also being sought out and applied for. The project will be processed in a manner which keeps it eligible to receive federal funding in future phases. A general project description is available under the Scope of Services starting on page 7. Considerations will be given to similar project scopes with complete past performance shown along with references on that project. REQUEST FOR QUALIFICATIONS PURPOSE The Village will utilize the results of this request to meet the requirements of the federal funding process. After all candidates provide proposals for this project, the Village will evaluate the project scope and RFQ results in accordance with the Quality Based Selection (QBS) process. The top 3 consultants will be ranked based on the criteria to follow. The Village will then negotiate a proposal based on that scope with the most qualified candidate, and if an agreement cannot be made the Village will move on to negotiate with the second most qualified candidate.
