Conduct and prepare quarterly, semiannual, and/or annual groundwater-monitoring reports, annual storm-water reports, and quarterly landfill-gas monitoring reports for the Black Butte, McCloud, Tulelake, Yreka, and Happy Camp Landfills. Provide cost estimates, updated Joint Technical Documents, and Engineering services necessary to comply with California State Water Board and Cal-Recycle reporting requirements as needed. 01/10/2022 Deadline to Submit Questions As per the landfill monitoring requirements in the California Code of Regulations, Title 27, Division 2, Subdivision 1, Chapter 3, Subchapter 4, Article 6, Sections 20920 through 20934. Perform quarterly perimeter gas monitoring and reporting for Black Butte, Tulelake, and Yreka landfills. All on-site structures to be monitored for the presence of methane. Soil Vapor pressure to be monitored in all wells using manometer before sampling. Sampling to be done using vacuum pumps designed for gas monitoring. Probes over 20 feet in depth to be pumped one well volume before sampling. The County of Siskiyou General Services Sanitation Division intends on entering into a 3 year contract for the listed services with the awarded bidder, with 3 possible 3 year extensions via addendum for a total of 12 years. The contract start date for these services will begin on 7/1/2022. All Proposers shall have staff professionally licensed as Proffesional Geologist, Certified Engineering Geologist, Professional Civil Engineer, and have proven experience in Soil Erosion and water quality. A contract award resulting from this RFP will be made without discrimination on any basis prohibited under state or federal law. The County may meet or interview any or all of the proposers during the evaluation process. A contract will be negotiated with one or more qualified entities selected during the evaluation process. Proposals not selected in the evaluation process may be awarded a contract should negotiations with the selected Proposer(s) prove unsuccessful. The County reserves the right to reject any and all proposals and reserves the right to waive any non-substantive defects in the proposals The method of Contractor Selection has not been Determined at this time.
