The Town of Chapel Hill is soliciting responses to a Request for Qualifications (RFQ) from a professional services firm or team of firms experienced in recreation facility feasibility studies and strategic community engagement services to provide an assessment and analysis for the potential development of splash pad facilities. Successful firms or teams of firms must be skilled at working with local government staff and elected officials as well as members of the public. The Town of Chapel Hill reserves the right to reject any and all statements of qualifications. All questions for clarification must be submitted by 5:00 PM on January 11, 2022 PROJECT BACKGROUND The Town of Chapel Hill, North Carolina, desires to enhance and expand the recreational opportunities available to Chapel Hill residents. The Town also recognizes the opportunity to attract visitors to the community with distinctive aquatic attractions. It is interested in developing one or more splash pad facilities that are unique, sustainable, aesthetically pleasing, safe, and accessible for children ages twelve and under. The project would be overseen by the Parks and Recreation Department Planner/Project Manager, with the Town's Splash Pad Work Group on the project team. This group includes the Parks and Recreation Department Director, Maintenance Superintendent, Aquatics Supervisor, other department staff, a Town Council member, Park, Recreation, and Greenways Commission members and community stakeholders. SCOPE OF WORK The professional services provider would need to provide an analysis of suitable park locations for splash pads, offer cost information and solicit community input to include planning and coordinating a survey and community engagement process that seeks to be inclusive and equitable for residents, businesses, institutions, and other stakeholders on the splash pad opportunities. The Parks, Recreation and Greenways Commission, Mayor, and Town Council would also weigh in on the options presented. The feasibility study should include: o Options with images and concept plans for the following: o Nature-based splash pad o Destination (large) splash pad o Multiple small splash pad facilities or a singular small splash pad facility (under 3,000 square feet) o Evaluation of system types and pros and cons for recirculated water system versus a flow-through system o Park locations assessment using the following criteria. o Adequate site size o Availability of parking o Infrastructure Availability of utilities Restrooms Shelter o Access and connectivity (public transit, pedestrian, and bicycle) o Socioeconomic data of nearby neighborhoods o Proximity to other park and Town amenities (shopping, restaurants, etc.) o Site impacts (utility relocation, environmental, cultural resources, etc.) o Estimated start-up, operations, and maintenance costs o Estimated construction costs o Identification of most feasible build-out/phases of development o Community input options / processes The final report should include data and information from all analyses listed above. The report will be utilized to make decisions regarding splash pad options for the Town. The scope of services, as defined above, may be modified after final selection of the Consultant.
