The Municipality of Central Elgin is located on the north shore of Lake Erie in the centre of Elgin County and surrounds the City of St. Thomas on the North, East and South sides. The Municipality's Official Plan identifies approximately 1,070 acres of land designated for Major Industrial, 560 acres of land designated for Highway Commercial and approximately 79 acres of Airport Frontage Lands on the east side of St. Thomas. In 2003, Central Elgin undertook the "Eastside Development Area Servicing Master Plan, Class Environmental Assessment" to review options for servicing the lands located within the Municipality of Central Elgin, on the east side of St. Thomas, with a Municipal Wastewater Collection System. The 2003 study identified Option 6B as the preferred option. Option 6B allowed for a phased approach for servicing. Phase 1 including the construction of a pumping station and gravity sewers within the existing residential area was completed between 2012 and 2015. Phase 1 provides wastewater collection for approximately 380 homes and 175 acres of industrial land. The Municipality is currently experiencing inquiries and pressure to allow for further industrial development within the employment lands and there is a desire to be prepared to accommodate further industrial development by ensuring wastewater collection and treatment facilities are available. The proposed Environmental Assessment (EA) will build upon the 2003 Eastside Development Area Servicing Master Plan and review alternatives for the provision of providing additional wastewater treatment capacity for the area. The proposed EA will review alternatives for the provision of additional wastewater treatment capacity including but not be limited to, construction of a new wastewater treatment plant to service the area, utilization of an existing wastewater treatment plant, or do nothing. The design capacity of the ultimate system is anticipated to be approximately 4,000 cubic metres per day for the area with phased implementation over a 20 year planning horizon.
